THE DEPARTMENT The Engineering & Public Works Department is responsible for maintaining the city’s public assets, including infrastructure, right of way, parks, facilities and the vehicle and equipment fleet. The Engineering Division oversees the city’s Capital Improvement Program (CIP), Storm Water & Environmental Compliance, Traffic Safety, and Engineering Permits, Plan Checks and Inspections for private development. The Public Works operations team provides essential services for the community through its four Divisions: Streets & Wastewater Maintenance, Parks Maintenance, Facilities Maintenance, and Fleet & Equipment Maintenance.

THE JOB Under direction, to perform a wide variety of fully qualified, professional engineering duties in conjunction with the design, construction, and inspection of public works projects; and perform related duties as required.

ALTERNATIVE WORK SCHEDULE This position typically works a 4/10 workweek from 7:00am to 6:00pm, Monday through Thursday. City offices are closed on Fridays. City facilities will also close for a period of approximately two weeks in December with time off for non-essential personnel.

RESPONSIBILITIES

Prepares plans, specifications, and cost estimates for public works construction projects such as streets, storm drains, sanitary sewers, and buildings.

Performs contract administration duties and responsibilities, including supervision of inspectors, on‑site construction inspection, and change orders for public works construction projects.

Prepares thorough, accurate, and complete technical specifications for public works construction projects.

Ensures private and public construction plans conform with the city’s engineering codes and regulations.

Reviews subdivision plans for conformance to the city’s engineering codes and regulations.

Issues construction permits; assists developers, contractors, consulting engineers, and the public at the public counter.

Undertakes original research regarding engineering problems, collecting and analyzing data and information, and determining and assessing alternative approaches.

Prepares thorough and accurate reports; assigns, supervises, and evaluates the work of subordinate technical personnel.

May investigate traffic issues and prepare traffic safety reports.

TRAINING AND EXPERIENCE Bachelor’s degree in civil engineering from an accredited college or university; and one (1) year of responsible professional civil engineering experience.

KNOWLEDGE AND SKILLS • Civil engineering theory; standard civil engineering practice; modern construction methods; use and strength of construction materials; trigonometry and basic civil engineering principles; survey and boundary analysis involving complex and extensive engineering calculation; principles and methods of drafting.

ABILITY TO • Draft; prepare plans, designs, specifications, cost estimates, and reports; perform office surveying calculations; collect, organize, and interpret a variety of construction project‑related information; prepare thorough and accurate written reports; meet project deadlines; design public works construction projects; perform a variety of engineering calculations such as curves, alignments, elevations, and quantities; deal effectively with contractors, other city personnel, and the public; communicate effectively, both orally and in writing; supervise and evaluate the work of technical engineering personnel.

LICENSES, CERTIFICATIONS, OR SPECIAL REQUIREMENTS Possession of a valid California Class C driver’s license and an engineer‑in‑training certificate issued by the State of California are required at the time of appointment.

Engineer‑in‑training certificate issued by the State of California if applicable.
