PAYROLL SUPERVISOR

Bachelor’s degree in Accounting, Business, Finance, Human Resources Management, or related field required; supplemented by five (5) years of experience in payroll processing for a large-scale organization with two (2) years of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Specific License or Certification Required:
A valid Georgia driver’s license is required. Please note, new residents must obtain a valid Georgia Driver’s License within 30 days of employment Specific Knowledge, Skills, or Abilities : Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position. Knowledge of accounting principles, payroll methods, Department of Labor regulations, federal and state tax regulations, and international tax requirements is required. Skill in understanding and using in-house payroll processing systems is required. Essential Functions
Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. Processes and prepares employee paychecks for distribution: reviews/enters/manage direct deposit, paycard program, pay codes and deductions, loans, tax withholdings, annual statutory updates to tax tables, pay period cycles, labor distributions, and other data; processes new employee documentation, changes in pay or status, terminations, or other actions; completes calculations; completes special payments, contributions and withholdings; generates paychecks; monitors the Employee Self-Service (ESS) System to ensure pay advices are correctly loaded; verify accuracy of payroll system data information and employee pay advice; verifies accuracy of register against system data; makes corrections as needed; coordinates pick up with department payroll representative. Organizes, prioritizes, and assigns work: prioritizes and schedules work activities to meet objectives; ensures subordinates have resources; monitors progress; consults with staff to assist with complex situations and provide technical expertise; provides reports to management; assists with revision of procedure manuals as appropriate. Maintains knowledge of payroll laws and practices; reads professional literature; maintains affiliations; attends meetings and training as required. Monitors and controls financial resources; disburses funds; performs cost control; monitors expenditures against budget; prepares budget documents; administers grants; meets with managers regarding budget concerns; ensures availability of funds; recommends funds transfers; reviews and corrects errors in financial transactions. Ensures proper payment of wages and salaries by supervising payroll processing and in-house system compliance for hours worked, leave, overtime, and related withholdings; ensures reporting for HR system reconciles with County financial transactions. Ensures in-house payroll system compliance with laws and regulations by establishing controls and collaborating with HR and IT to modify processing methods and reporting as regulations change. Manages processing and distribution of payroll to county employees, election workers, deceased employees’ beneficiaries/estate administrators, and elected officials; ensures accuracy and efficiency of payments and disbursements; handles confidentiality of payroll information. Ensures accurate, legal, and timely disbursements of withholdings and benefit payments to third parties and governmental agencies; supervises garnishments, levies, child support, bankruptcies, and interactions with external agencies. Communicates payroll information; responds to inquiries; establishes and corrects errors in payroll systems; conducts investigations and resolves complex issues. Prepares and submits payroll documents and reports to comply with local, state, and federal regulations; prepares year-end filings (W-2s, 1099s) and related materials; prepares unclaimed wages information where applicable. Manages payroll and accounting adjustments; balances payroll accounts and handles stop payments and related adjustments; calculates earning, tax, and deduction adjustments. Conducts payroll reconciliations; balances payrolls; resolves discrepancies; reconciles direct deposits with ACH files; submits reconciled payroll reports to General Accounting and Treasury. Generates and reviews payroll reports; supervises maintenance of payroll records; handles correcting journal entries; ensures timely payroll tax payments and reporting; responds to payroll audit requests; reconciles tax and benefit authorizations with the county financial system. Reviews retirement requests and related distributions; coordinates with vendors for separation dates and 457(b) deductions/loans per guidelines. Provides customer service and facilitates voluntary payroll deductions; verifies eligibility and ensures deductions are remitted to proper entities. Recommends improvements to internal and county-wide payroll processes and computer systems; tests changes and communicates results; implements process changes as directed. Answers questions and provides payroll policy guidance; assists with financial forms and acquisition of payroll-related service providers. Additional Functions
