Job Description
The Vice President, Operations (VPO) is responsible for the implementation, management, retention and expansion of contracts at assigned hospitals. In addition, is responsible for attaining the program marketing and financial goals of assigned groups. He / she is responsible for the staffing of Program Directors for assigned programs.
Responsibilities
Client Relations Gathers and uses client profile information to strengthen relationships with hospital administration. Understands and meets hospital administrator’s expectations of the management company. Identifies and resolves operations issues with hospital administration.
Group Development Responsible for identifying and negotiating expanded contract management opportunities with established contracts. Responsible for contract retention, and identifying and negotiating new contract opportunities with established programs. Prepares, negotiates and executes expansion of contract management agreements and amendments for assigned programs. Assists group development during negotiations for new contracts.
Program Management Responsible for preparation and oversight of annual performance budget. Responsible for assuring development and implementation of a plan of service for assigned programs, and ensuring they adhere to current policies and procedures. Responsible for assuring regulatory compliance with Federal, State, and local standards. Responsible quality assurance and improvement plan for each program within group. Responsible for identifying service opportunities to expand the continuum of care. Works with Clinical Services to ensure that each assigned program receives a clinical audit within six (6) months of program commencement, an annual audit months after commencement, and annually thereafter. Collaborates with Vice President, Marketing to ensure RDC Meetings are held to develop strategic plan for assigned programs. Reviews patient records to ensure completeness and that appropriate care is being provided. Reviews risk areas during site visits including the admission system.
Marketing and Business Development Collaborates with Program Director and client hospital in developing and providing quality programs and services for the communities served by the assigned programs. Collaborates with Vice President, Marketing in developing and implementing program‑specific marketing and activities to ensure appropriate utilization of the program.
Financial Management Drives strong operational performance and achieves budgeted financial objectives. Increases revenues and income before inter‑company allocations, maintains or decreases effective bad debt rate, achieves the margin percentage. Implements operating cost controls in the areas of staffing, supplies, purchase services, etc.
Personnel Recruitment and Management Collaborates with client hospital to staff assigned programs according to hospital and company staffing standards. Establishes direction, coaches employees, provides feedback and builds commitment. Leverages Horizon Health recruiting staff to engage local healthcare providers to ensure medical coverage for the unit when applicable. Negotiates and executes independent contractor agreements for Physicians, Medical Director, and ancillary support staff when applicable. Collaborates with Horizon Health recruiting staff to implements programs to enhance continuous pipeline of applicants for development and promotional opportunities.
Reporting Systems Responsible for assuring development and implementation of HorizonPlus and Horizon CQI+. Collaborates with the Vice President, Marketing in preparing and submitting day‑unit operations plan for assigned programs. Responsible for preparing monthly operation reports to client hospitals based on need. Responsible for completing assigned employee performance assessment in a timely manner.

Qualifications
Master’s degree in health administration or health related field preferred
Minimum 5 years’ experience in a supervisory / management role in mental health / chemical dependency unit required.
Advanced working knowledge of behavioral health management practices and clinical operations
Advanced knowledge of regulatory standards
Ability to successfully manage multiple competing priorities
