The Counterintelligence Operational Support Team provides Counterintelligence (CI) analysis services that fuse intelligence and collect raw data from multiple sources and classifications to identify threats, trends, structures, and locations of Foreign Intelligence Entities (FIE). This includes the dissemination of time-sensitive and non-time-sensitive Force Protection (FP) threat information and assessments to supported Commanders, including six (6) Air Force Central (AFCENT) forward deployed units within the CENTCOM AOR and one (1) CONUS based unit. Responsibilities

Identify, monitor, and assess foreign intelligence efforts attempting to collect sensitive national security information on U.S. persons, activities, and interests, including threats posed by emerging technologies to U.S. operations and interests. Apply and train to understand foreign intelligence capabilities/activities and U.S. and foreign partner CI capabilities and TTPs for in-depth analytic research and production of all-source CI studies; contribute to developing CI strategies. Conduct, develop, produce, and present programs of instruction in specified collection operations TTPs, and related or supporting processes relevant to human intelligence and technical intelligence operations under DoD authorities. Ensure products are compliant with ICD and AFOSI standards and uploaded to appropriate databases. Maintain knowledge of host nation intelligence and security organizations. Maintain knowledge of third country intelligence services that pose a threat to DAF resources and the organization’s personnel, and knowledge of the capabilities of state-sponsored, transnational, international or regional terrorist groups and their surrogates that threaten DAF security. Provide training to all analysts on CISFP, source management, collection and production management. Review and provide analyst comments for CRs and IIRs. Disseminate raw and finished intelligence products to interested agencies, including AFOSI leadership, base commanders, operating environment owners, and other intelligence/counterintelligence customers (both CONUS and OCONUS). Prepare comprehensive foreign intelligence and terrorism informational or analytical products; deliver as required by AFOSI or USAFCENT leadership. Fuse intelligence and raw data from multiple sources in varying classifications to identify threats, trends, structures of terrorist cells, their location, and plotting attack information on a weekly to daily basis. Perform collection management duties by evaluating field reports involving terrorist group organizational structures and their interrelationships among other organizations and state-sponsored groups targeting the DAF/DoD. Assist in the development of target packages to mitigate threats to 24 EFIS, subordinate units, and DAF/DoD personnel and resources in the USCENTCOM/AFCENT AOR. Prepare briefings describing the nature, scope, specific identification, and possible impact of coordination and cooperation among hostile groups; briefings are prepared upon request by AFOSI leadership, base commanders, operating environment owners, and other intelligence/counterintelligence customers (both CONUS and OCONUS). Coordinate and maintain liaison relationships with military and national-level agencies. Ensure all products and briefings produced in support of this contract comply with security classification, restrictive caveats, and dissemination directives. Provide mobile training and advisory services to AFOSI units in the USCENTCOM AOR to standardize analyst and agent workflow and production; deliver improvements to collection, processing, and production cycles to unit commanders and AFOSI leadership; report on training and knowledge levels of personnel at field units. Provide mobile training, advisory services, and act as a SME to AFOSI units in the USCENTCOM AOR supporting strategic engagements such as Defense Threat Assessment Methodology Seminars and Crime Scene Exploitation Programs. Travel and provide onsite and offsite support to other CONUS and OCONUS locations in the USCENTCOM AOR as requested; very frequent or extended OCONUS travel may be required depending on mission needs. Maintain current passport and visa requirements and ability to be world-wide deployable, including medical clearances and other items outlined in this PWS. Provide source citations to all products per ICON guidance. Utilize overarching governing documents including but not limited to 24 EFIS SOPs and listed DoD/JWICS/CI/CONOPS references; deliver products free from grammatical, spelling, and formatting errors. Requirements

Active TS/SCI security clearance. Six (6) years of experience in human source handling with CI/HUMINT discipline, which must have ended within the last three (3) years. Graduate of in-residence Fundamentals of Intelligence Analysis course or advanced CI collection course (e.g., JMCCC, ACICC, etc.). Four (4) years of experience in training CI/HUMINT source handling. Prior DoD training instructors such as DIA, JCITA or equivalent experience is highly desired. Three (3) years of experience in the development of intelligence products. Strong writing and briefing skills; capable of functioning effectively as a member of a combined/joint intelligence team; proficient in collection management reporting and requirements. Experience with and working knowledge of the following programs and systems within the last three (3) years: Microsoft Office; Analyst Notebook; SIPR/JWICS Access; M3; SOMM; JWICS Access (or equivalents like ROCKSTAR, Voltron); Intelink; CIDNE; CIA WIRE; HOT-R/CHROME; NCTC Online; J2 DCP Portal; knowledge of AFOSI2MS and/or CI2MS is desirable. Desired: bachelor’s degree in international affairs, national security studies, Arabic studies, international business, international terrorism, trends and analysis, intelligence/counterintelligence or related field; Southwest Asian regional expertise.
