We are currently seeking an Environmental, Health & Safety (EHS) Manager to join our apparel manufacturing plant in Liverpool, NY. This is a key role where you will develop, implement, and maintain the facility's EHS programs and create site-specific procedures. Your main goal will be to ensure we are fully compliant with all regulatory requirements and company initiatives. In this role, you will report directly to the Operations Manager, with a dotted line reporting relationship to the EHS Regional Manager.

Responsibilities

Environment, Health and Safety

Own, create and drive a proactive culture of safety across all functions that is adaptable to the challenges of a large, growing manufacturing organization.

Lead in a manner consistent with Avery Dennison Values and Code of Conduct, living our culture through everyday interactions and communications.

Organize and control the EHS functions of the site in a collaborative manner to ensure best-in-class accident prevention programs are created and maintained.

Implement environmental, health and safety education and training to support regulatory and business requirements.

Investigate all releases, injuries and near-misses.

Manage Job Safety Analysis and PPE compliance program.

Maintain the facility's compliance records for permits and review applicable regulation changes that impact permits and/or compliance.

Manage the safety program to ensure compliance with corporate standards.

Ensure facility and outsource partner compliance with customer audit regulations.

Identify and evaluate hazardous conditions and practices and develop hazard control practices and programs.

Actively manage a contractor safety program.

Coordinate periodic industrial hygiene monitoring of noise, air quality and other IH levels.

Review plant incident statistics and make recommendations for correction of problem areas.

Conduct periodic risk assessments of plant machinery, equipment, and working conditions to ensure conformance to safety and sanitary standards and regulations.

Provide advice, assistance, and audit the front line leadership to ensure effective EHS implementation.

Maintain relationships with Regulatory Agencies and chair or co-chair Safety Committees.

Assist with maintaining Site Preparedness and Emergency Plans & Procedures.

Review Federal, State and local regulation changes that impact permits and permit compliance.

Coordinate and resolve regulatory issues with customers to meet business requirements and regulatory compliance.

Identify and evaluate hazardous conditions and practices and develop hazard control practices and programs. Maintain MSDS system.

Review proposed CERs and approve them from an EHS perspective. Work closely with Engineering and Maintenance to ensure EHS compliance of projects and equipment.

Reporting & Documentation

Integrate environmental, health and safety management systems with engineering and program documentation to maintain regulatory compliance and safe operating conditions.

Reduce liability within a facility and ensure all safety and environmental recommendations are completed and documented.

Compile process safety information for each covered process and keep readily accessible to process employees and management, updating annually.

Use a structured process score card to measure and communicate Safety/Environmental performance with leading indicators.

Track and regularly report the status of regulatory compliance and improvement initiatives.

Maintain OSHA 300 log, form 101, and all other governmental and corporate records.

Training, Resource & Counsel

Serve as a resource to the site manager on EH&S matters and act as daily point of contact for all EH&S issues. Assist line and staff management in understanding OSHA/EPA regulations and standards, including guidance on inspections and citations.

Organize and control the EH&S functions of the site(s) to ensure an effective accident prevention program and compliance with Corporate, OSHA/EPA and related safety and environmental policies and directives.

Provide advice to product and process engineers to incorporate environmental health and safety principles to prevent workplace hazards and environmental impacts.

Implement EHS education and training to support regulatory and business requirements.

Act as contractor-plant representative to assure compliance of all PSM-related requirements from contractors.

Serve as a resource and mentor to facility safety teams; investigate all releases, injuries and near-misses.

The position may be responsible for treating minor injuries, managing workers’ comp. cases, EHS training, recordkeeping, and accident investigations.

Compliance & Safety Programs

Manage Job Safety Analysis and OSHA PPE compliance programs.

Maintain each facility's compliance records for permits; review regulation changes that impact permits and permit compliance.

Coordinate and resolve regulatory issues with customers to meet business requirements and regulatory compliance.

Manage the process safety program to assure compliance with all 14 elements of PSM.

Identify and evaluate hazardous conditions and practices; develop hazard control programs. Maintain MSDS system.

Review proposed CERs and approve them from a safety/environmental perspective; work with Engineering and Maintenance to ensure safety/environmental compliance of projects and equipment.

Manage industrial hygiene program, maintain and calibrate IH testing equipment, and coordinate periodic IH monitoring of noise and air quality.

Investigate compliance issues with line and staff personnel; notify top management of pertinent details. Guide plant personnel on critical environmental, safety and health issues.

Review plant incident statistics and make recommendations for corrective actions.

Conduct periodic inspections of plant machinery, equipment, and working conditions to ensure conformance to safety and sanitary standards and regulations.

Ensure modifications to PSM-covered processes go through pre-startup safety review, management of change, and PHA.

Requirements

Bachelor’s of Science degree required; Occupational Health and Safety, Chemical, Mechanical, Environmental Engineering/Science or related field preferred.

5+ years of EHS experience in manufacturing.

Experience with OSHA Process Safety Management Standard.

Detailed knowledge of regulatory requirements and EHS policies, procedures and programs.

Experience in life safety codes, HAZOP, training, and Process Safety Management.

Proven success in leading compliant programs; strong customer-oriented mindset.

Strong time-management, accuracy, and prioritization skills; self-motivated with minimal supervision.

Strong communication skills in English; excellent teamwork, leadership, mentoring, training and project management.

Salary range: $85,000 - $95,000 per year.
