Position Summary Under the supervision of Community Engineer, develop, manage and oversee US EPA Clean Water Act 106 and 319 (CWA), Indian Environmental General Assistance Program (GAP), Brownfields CERCLA Section 128(a) Program, Pesticide Program, BIA, Great Lakes Restoration Initiative (GLRI) Grants, and BIA Water Resources Grants, other related grants and all environmental acts/regulations related to tribal sovereignty. Work with environmental, planning and operational staff on tasks that help protect water resources within the boundaries of the Saginaw Chippewa Indian Tribe’s Isabella Reservation and historical territories. Essential Duties And Responsibilities Supervise Water Quality Specialist, Water Resource Technician, Environmental Outreach Coordinator, Water Quality Assistant, Natural Resources Interns, Natural Resources Specialist (Nonpoint Source), Natural Resource Specialist (Wild Rice), Natural Resource Specialist II, Environmental Response Program Specialist, Environmental Specialist and others as assigned. Conduct yearly reviews for all supervised staff. Represent the tribe to protect the environment and natural resources of the Saginaw Chippewa Indian Tribe of Michigan. Develop, manage, and implement the tasks outlined in the USEPA, Grants, BIA GLRI, BIA and other associated grants as well as special duties and directives of Tribal Council. Assist staff in developing, updating and managing Environmental and Natural Resource management plans. Develop and oversee budget for grants in cooperation with the Accounting Department. Develop and submit all required reports under the USEPA, BIA GLRI, BIA and other associated grants. Collaborate with partners such as the Central Michigan District Health Department, Conservation Districts, USDA, USACE, USEPA, USFWS, MDNR, and other agencies or organizations on environmental and natural resource restoration projects. Manage and oversee tribal environmental and natural resource restoration, assessment and clean-up projects as needed. Assist in the development of plans, maps, and remedial activities as needed. Assist the Tribal Council, Public Relations, Community Engineer and Utilities, Planning and Housing staff on various projects as needed. Increase staff effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff. Conduct interviews for all positions within the Environmental Team. Represent tribe on various Boards and Committees as directed by Tribal Council. Provide Tribal College and other college and university interns with projects and necessary documentation for their internships. Present program information to various venues as approved by Public Relations, BIA GLRI, BIA and USEPA. Work with grants staff to write and submit grants to funding agencies. Review permits, consultation requests, and communication with environmental and natural resources related agencies. Attend meetings, conferences and trainings on behalf of the tribe. Provide excellent customer service for all internal and external customers of the operations always. Provide solutions for customer concerns and continually focus on customer service as our top priority. Must maintain strict confidentiality and present a positive, professional demeanor and image always. Minimum Qualifications Bachelor’s degree in Environmental, Biology, Chemical, Natural Science, or related field. Five years practical experience with technical, biological, natural science, or environmental services. Two years in a supervisory capacity. Four years of grant application and budget experience. Experience with variety of federal and state environmental programs and agencies such as MDEQ, USEPA, RCRA, Solid Waste, Safe Drinking Water Act, NRDAR wellhead protection, etc. Four years of program management experiences. Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position. License, Certification, Or Special Requirements Must have a valid Michigan Driver’s License and must be able to obtain and maintain a Tribal Driver’s License and qualify for coverage by SCIT auto liability insurance carrier. Native American preference shall apply to all positions. Knowledge, Skills, And Abilities Knowledge of all types of environmental issues and their impact as well as methods to manage resources effectively and correct deficiencies or problems. Knowledge of federal, tribal, state, and local regulations, procedures, policies, and standards relevant to air quality, water, and hazardous waste. Knowledge of principles of statistics, environmental chemistry, and biology/ecology or human health relevant to air resource, hazardous waste and explosives; research principles and method. Knowledge of research methodologies and data analysis. Knowledge of budget preparation. Skill in technical writing, accurate verbal and nonverbal communication skills. Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and PowerPoint. Ability to interpret applicable federal, state, county and local laws, regulations, and requirements. Ability to work independently and meet strict time lines. Ability to communicate efficiently and effectively both verbally and in writing. Ability to establish and maintain good working relationships with the individuals of varying social and cultural backgrounds. Ability to create and present effective speeches and presentations. Ability to analyze situations and adopt appropriate courses of action. Ability to establish and maintain professional relationships with the public and co-workers. Physical Demands Frequent use of hands, wrists, fingers associated with computer equipment. Required to sit and walk for extended periods of time. Occasionally walk and stand. Normal visual acuity, ability to talk and hear. Occasionally lift and/or move up to 20 pounds. Work Environment Normal office environment. Must possess sufficient stamina to work under all types of weather conditions including extreme hot/cold and to lift, carry, push, or pull a variety of tools, equipment and materials Frequent walking on rough uneven terrain.
