Criminal Justice Services (CJS) is responsible for promoting improvements in the criminal justice system through interagency cooperation, coordination, and planning. It was formed in 2010 by the Mecklenburg County Manager’s Office in response to findings from a Justice & Public Safety Task Force.
Position Summary Performs routine tasks and directs services to consumers of a substance abuse facility. This position, under direct supervision, is responsible for performing screenings, conducting physical checks, processing visitors and monitoring their health and stability, sending out lab confirmations if clients contest results, and providing monthly lab reports to supervisor.
This position will be at the Mecklenburg County Courthouse located at 832 E 4th St., Charlotte, NC 28202. This role works directly with the criminal justice population, including individuals with substance abuse disorders and those participating in Recovery Court.
Essential Functions Administer urinalysis and breathalyzer tests from chain of custody paperwork, proper sample collection protocol, and submission of sample.
Run controls and calibrates Viva-E drug testing equipment and follows protocol’ disseminates test results to appropriate persons.
Ensure drug testing lab is clean, orderly, and properly maintained to allow for maximized operation.
Ensure drug testing lab is secure at all times and inspects laboratory and determines the need for additional cleanup of facilities.
Maintain supplies for lab test equipment, sample collection, and reporting of results.
Appear in court bi-weekly for all six treatment courts to testify regarding test results when needed and identify possible exclusionary criteria.
Provide case coordinators with results.
Minimum Qualifications Experience Minimum of two years of related experience.
Education High School Diploma or equivalent.
Combination of relevant education and relevant experience accepted?: Yes
Licenses and Certifications Valid North Carolina or South Carolina Driver's License.
Ability to obtain and maintain a County Operator's Permit (COP).
Preferred Qualifications Associate's degree in Chemistry, Medical Terminology, or related field.
Prior customer-facing experience preferred.
Prior experience working directly with felony and chronic misdemeanor offenders and individuals with substance use disorders and/or psychiatric disorders.
Knowledge, Skills and Abilities Knowledge of Court system and organization to effectively interact with court officials.
Court procedures and legal terminology to communicate with court officials, law enforcement personnel and treatment professionals.

Criminogenic risk factors and behavioral health disorders related to substance abuse and mental health.
