The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.

The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

SUMMARY The Senior Cloud Application Developer is responsible for the underlying architecture, design, development, unit testing, and implementation of the application systems used within Washington Health Benefits Exchange. The position operates within the Development Team in IT and focuses on research and utilization of cloud technologies and services to develop and modernize Washington Healthplanfinder and related back‑office applications for the Exchange. The incumbent collaborates with stakeholders across IT, other departments, and System Integration partners, supports the management of two or more applications or functions in a complex system, and oversees the overall technical aspects of major development efforts.

RESPONSIBILITIES

Lead and mentor developer teams, providing guidance to junior developers, interns, and other technical staff.

Independently perform complex assignments using appropriate cloud‑based tools and technologies.

Translate complex functional, technical, and business requirements into software designs.

Determine feasibility of projects, define technical aspects for new software or enhancements.

Document technical design specifications and workflows.

Analyze, troubleshoot, and resolve complex production issues.

Ensure solutions meet quality standards and collaborate with Test teams on TDD/BDD.

Work with Security teams to scan code and remediate vulnerabilities.

Stay current on development best practices, emerging cloud technologies, and practices.

Lead and review the design, development, and implementation of code from junior developers.

Ensure IT and Security policies, standards, and best practices are adopted and followed.

Align development efforts with Enterprise Architecture direction.

Meet deliverable dates and sprint targets.

Integrate automated deployment, scanning, and reporting.

Provide DevSecOps leadership and champion secure development.

REQUIRED QUALIFICATIONS

6+ years of experience with programming technologies—.NET Core, XML/JSON, Entity Framework, React.js, Angular, CSS, etc.

6+ years of experience collaborating with stakeholders, product owners, and business systems analysts.

6+ years of experience maintaining and enhancing production systems.

4+ years of experience developing enterprise‑class, highly secure, object‑oriented web‑based applications.

4+ years of experience leading development projects and technical design discussions.

4+ years of experience reviewing code and providing feedback to technical staff.

Lead developer experience on a Scrum team, code review for adherence to standards, and solution creation from documentation.

Experience building cloud‑native applications optimized for cloud scale and performance.

Experience with microservice architecture and orchestration.

Experience with integration technologies—RESTful services, SFTP, EDI, etc.

Excellent communication and facilitation skills.

Root cause analysis capability and proactive performance monitoring.

Experience with regulated industry application development.

Understanding of secure coding practices and automated code scanning.

Proactive research and evaluation of new technologies.

Strong understanding of software development best practices.

Experience with DevSecOps principles, CI/CD best practices, and automation of deployment workflows.

Proficient with GitHub Actions, CI/CD pipelines, and containerization (Docker, Kubernetes).

Experience with GitOps workflows for infrastructure and deployments.

Familiarity with IaC and application code security scanning tools.

DESIRED QUALIFICATIONS

Bachelor’s or higher degree in Information Technology, Computer Science, or related field (education may substitute for experience).

Experience with GitHub/GitHub Actions.

Experience with Microsoft Azure platform.

Experience with containerization technologies such as Azure Kubernetes Service, Azure RedHat OpenShift.

Experience with Test‑Driven Development (TDD) and Behavior‑Driven Development (BDD).

Previous experience in health care enrollment and/or human services management environment.

SALARY INFORMATION Full Salary Range: $98,842 to $148,263 annually, with midpoint at $123,552. Hiring range: $113,668 to $123,552 annually. Final offer will consider experience, skills, qualifications, internal equity, and market conditions.

WORKING CONDITIONS Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. The position is based at our Olympia, Washington headquarters with a hybrid remote/on‑site schedule. Remote work is supported; in‑office availability is required as business needs dictate. Travel is limited but may be required for meetings or trainings. The role requires standard office furniture and equipment, including a safe, ergonomic remote workspace, and may require irregular hours.

SPECIAL REQUIREMENTS A criminal background screen will be conducted for candidates under final consideration and for each subsequent five‑year hiring interval for roles that process or maintain highly sensitive data. Candidates must meet the Exchange eligibility standards.
