Job Description and Duties Under the general direction of the Office Chief of Environmental Program / Project Management (EPPM), the Senior Environmental Scientist (Specialist) is an interdisciplinary team member who performs the most complex environmental tasks to facilitate timely delivery of transportation and non‑transportation projects, including the Middle Mile Broadband initiative.

The role coordinates the management of cost, scope and schedule of projects to ensure delivery commitments under the Annual Delivery Plan (ADP) and Contract for Delivery (CFD), as well as local transportation agency oversight projects.

Key responsibilities include:

Analyzing complex technical environmental studies and reports in compliance with CEQA, NEPA, and federal and state environmental statutes and regulations.

Conducting research, reviewing data, and preparing technical reports.

Preparing oral and written reports and executive summaries related to natural resources, water resources, air quality, hazardous waste, and cultural resources.

Identifying risks to program or project delivery and advising mitigation measures.

Minimum Requirements

Valid Class C driver’s license (necessary for operating State‑owned vehicles).

Possession of the minimum qualifications as specified in the Class Specification (education, experience, certification).

Working Conditions Location: 111 Grand Ave., Oakland, CA 94612.

Primary work is performed in a climate‑controlled office setting. Frequent travel to office and field locations is required; fieldwork may be undertaken in a variety of climatic and geographical conditions.

Hybrid telework may be available per department policy; in‑person attendance may be required based on operational needs.
