THIS RECRUITMENT IS LIMITED TO CURRENT EMPLOYEES OF THE MDH HOWARD COUNTY HEALTH DEPARTMENT ONLY. Grade : 11 Location of Position : Howard County Health Department, 8930 Stanford Blvd., Columbia, MD 21045 Main Purpose of Job

The Women, Infants, and Children (WIC) Service Associate Lead assists with the delivery of WIC services at a Howard County clinic site(s) to assure the provision of high quality, cost-efficient, culturally sensitive services that comply with all Federal, State, and local agency policies and procedures. This position answers phones, makes appointments, determines income and residency responsibilities. Assists in getting anthropometric measurements. Provides nutritional counseling, conducts nutrition classes and breastfeeding support. Prescribes standard food packages. Monitors approved WIC vendors for compliance of standards of operation. Covers for WIC staff as needed during approved and unapproved leave. Employees in this classification assign, review and approve the work of and train lower-level WIC Services Associates. May need to work evenings or Saturdays on a rotating schedule and may travel to different clinic locations based on staffing needs, attend seminars and health fairs. This position is not eligible for telework. Position Duties 75% WIC Clinic Duties

Customer Service: Greets clients and records attendance in the WOW system. Explains paperwork to WIC applicants. Accepts and screens telephone calls and schedules appointments. Contacts clients who missed appointments to re-schedule.

Documentation/Data Entry: Determines WIC eligibility correctly. Documents income, address, identity, immunizations, and breastfeeding statistics in the WIC WOW computer system.

Health Screening: Completes health measurements and gathers nutritional information to identify nutritional risks.

Health Education and Referral: Provides general health and nutrition information to clients through individual and group sessions. Evaluates and refers clients to other health, food assistance, and social service programs as needed. Refers to Certified Professional Authority for high-risk counseling.

Breastfeeding Promotion and Support: Educate participants regarding benefits and contraindications of breastfeeding. Refer participants to breastfeeding peer counselors for additional support. Promotes breastfeeding in the community.

Issuance of WIC Benefit: Issues benefits and e-WIC card. Marks attendance and makes subsequent appointments at nutrition education/benefit pick up or enrollment appointments.

Coverage: Covers clinical and front desk duties for WIC staff as needed during approved and unapproved leave. Provides coverage for both Columbia and North Laurel WIC clinics as needed.

20% Vendor Monitoring

Provides technical assistance, guidance, and support to WIC approved vendors in Howard County to assure compliance with WIC guidelines. Implements policies and procedures with WIC vendors. Assist State WIC in completing the vendor authorization and training process.

Conducts on-site monitoring at all Howard County vendors at least once per year and dedicates at least two days per month to completing visits. Assists state WIC agency with onsite reviews upon request. Submits quarterly vendor monitoring log to local agency coordinator for review prior to due date. Knowledgeable in handling eWIC transactions disputes and how to resolve participant or vendor concerns. Distributes list of authorized vendors to WIC staff and participants. Assign, review and approve the work of and train lower-level WIC Service Associates.

5% Other Duties as Assigned

Possesses a broad understanding of HCHD services and can refer to other programs. Participates in necessary drills and exercises, responds to emergencies as appropriate, keeps abreast of policies and procedures in the program, bureau and department. Completes all required training. Participates in quality improvement efforts within the program.

Minimum Qualifications

Education : Graduation from an accredited high school or possession of a high school equivalency certificate. Experience : Two years of experience in health or human service delivery, performing tasks such as program eligibility determination, health screening, client referral services, or nutrition education, including one year providing such services to WIC clients. Notes : 1) Candidates may substitute the completion of 60 credit hours from an accredited college or university for the required experience. 2) Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Health Services classifications or Health Services and specialty codes in the health-related field of work on a year-for-year basis for the required experience. The desired candidate should possess:

Experience with Women, Infants, and Children (WIC) program operations, including scheduling and completing certification appointments.

Experience leading a team or co-workers, or a demonstrated interest in developing leadership skills.

Experience organizing and prioritizing multiple tasks effectively.

Experience with communication and customer service abilities, with a commitment to providing a positive client experience.
