State of Utah . The Department of Environmental Quality is looking for a key member of the DEQ executive leadership team.

Principal Duties

Lead the department’s fiscal strategy, ensuring resources are aligned with agency and executive branch priorities.

Partner with executive and division leadership to develop and execute annual budgeting and long‑range fiscal and administrative service planning.

Translate financial data and state/federal guidelines into actionable insights that inform policy and operational decisions.

Represent the department in discussions and coordination with the Governor’s Office of Planning and Budget, the Office of the Legislative Fiscal Analyst, other state agencies, and external partners.

Identify opportunities to modernize administrative support systems and processes to improve efficiency, transparency, and responsiveness.

Lead process improvement initiatives to reduce turnaround times, improve accuracy, eliminate redundancies, and increase customer satisfaction across divisions and with stakeholders.

Ensure compliance with state and federal regulations while fostering innovation and flexibility.

Supervise and mentor managers and staff within the Office of Support Services while cultivating a culture of collaboration, continuous improvement, and accountability.

Promote a “customer service” mindset across support services teams to ensure divisions and the department receive timely, reliable support.

Foster support for division Administrative Services teams, offering mentorship and professional development opportunities, best‑practice development, and department‑level coordination and problem solving.

Manage departmentwide financial reporting, forecasting, and accounting with a focus on transparency and trust.

Serve on the executive leadership team to advise on fiscal and operational implications of strategic initiatives.

Continuously evaluate and report on the effectiveness of finance, accounting, and administrative support systems.

Provide reports to agency management, the Governor’s office, Legislature and federal government on agency fiscal activity.

Build and maintain strong relationships with division directors, executive leadership, and administrative staff across the department.

Serve as a liaison with the Governor’s Office of Planning and Budget, the Office of the Legislative Fiscal Analyst, and other state and federal partners.

Proactively communicate financial and operational information to promote transparency and shared understanding.

Foster a culture of collaboration, accountability and mutual support between administrative and program teams.

Represent the department in interagency initiatives and stakeholder meetings, ensuring DEQ’s interests are well understood and advanced.

Preferences

Bachelor’s degree in finance, public administration, business, or a related field.

8+ years of progressive experience in financial management, budgeting, or operational leadership.

Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.

Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
