Introduction
The State of Connecticut Department of Veterans Affairs (DVA) is looking to hire a Fiscal/Administrative Officer within the Fiscal Department. This role will support fiscal and administrative functions and ensure compliance with state budgeting and grant administration regulations. About the Department

Schedule: Monday – Friday, 7:30 AM – 4:00 PM (Full Time, 40 hr/wk) Location: Rocky Hill, CT (Hybrid work environment) First shift Key Duties
Assist in budget preparation by compiling and consolidating data and projecting expenditures. Maintain budget control through review and authorization of expenditures and monitoring against appropriations. Prepare budget reports, financial statements, and statistical or narrative fiscal/administrative reports. Assist in planning and implementing the financial aspects of EDP systems. Utilize EDP systems for financial records, reports and analyses. Prepare or review grant budgets and other fiscal portions of grant applications. Provide technical assistance to grantees regarding accounting procedures. Review contracts, financial documents and reports to ensure compliance with grant requirements. Exercise functional supervision over clerical fiscal/administrative activities (accounting records, payroll preparation, purchase requisitions, grant & contract record keeping). Perform technical purchasing tasks such as soliciting bids and recommending contract awards. Assist in formulating policies and procedures related to the area of responsibility. Act as liaison with agency central fiscal/administrative offices and state agencies. Provide support services such as stores, inventory, mailroom, security or maintenance as required. Knowledge, Skills & Abilities
Knowledge of public administration principles, budgeting, grant administration, and purchasing. Experience with payroll practices and procedures. Interpersonal, oral and written communication skills. Ability to prepare and analyze financial documents and reports. Interpretation and application of statutes, regulations, and administrative policies. Proficiency in using EDP systems for financial management. Minimum Qualifications
Six (6) years of experience in fiscal/administrative functions such as accounting, budget management, grant administration, payroll, or purchasing. At least one experience in an accounting or budgeting function. Two (2) years of the general experience at or above paraprofessional level, requiring independent judgment. Preferred Qualifications
Experience with EDP systems for e‑procurement, asset management, accounts payable, and financial reporting. Experience in asset management, annual inventories, surplus disposal, and related reporting. Proficiency with Microsoft Word, Teams, Excel (pivot tables and formulas). Ability to work independently in a fast‑paced, changing priority environment. Experience with chart of accounts. Equal Opportunity Statement
