Position Highlights

Location: Newington, CT
This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here.
The Role The Associate Fiscal Administrative Officer will be responsible for overseeing/supervising all functions related to administering and processing various types of agreements and the financial transactions related to those agreements. We are looking for a candidate who has experience in State contracts administration, who is self-motivated, has strong leadership skills and the ability and willingness to adapt to a changing environment.
They will supervise/lead a team in the preparation, review, processing, and execution of Consultant Agreements for various types of professional engineering services, Personal Service Agreements, as well as other types of agreements such as grants, rights of way, leases, licenses, utilities, railroads, transit services, and master municipal agreements.
Additionally, the Associate Fiscal Administrative Officer will be responsible for the preparation, review, approval, and processing of agreements for execution with engineering consultants, other private organizations, municipalities, non-profit organizations, Transit districts and other State agencies governing the Department’s grants, leasing, and concession service activities. Coordinates with the operating Bureaus and relevant units and managers to ensure the timely review, comment, and approval of such agreements pursuant to established schedules. Assists in the development of standard agreement formats, new systems, and procedures to increase the efficiency of the unit, as well as establishing and tracking performance measures related to the same. Coordinates with the Department’s legal unit as well as the Attorney General’s Office and other external stakeholders on all relevant matters.
Duties Include, But Not Limited To
Interpreting complex state statutes and federal regulations when creating/reviewing agreements.
Assisting with administering the negotiations process between the Department and the consultants.
Reviewing/analyzing consultant and Department budget proposals related to agreement costs/value.
Assisting in the creation of Unit policies and procedures as they relate to agreements.
Independently researching and keeping abreast of the latest laws, rules, policies, regulations, pending legislation as they relate to agreements.
Supervising and performing independent legal research as necessary, prepare/review/clear draft agreements for signature, review and provide interpretations of agreement provisions and laws/regulations.
Responding to consultants/second parties regarding agreement provisions and facilitate changes to agreement language as necessary.
Acting as liaison between the department, consultants, consultant’s legal representation, second parties, internal legal staff, and Attorney General’s Office.
Overseeing the preparation of supplemental, amended and restated agreements as necessary and updates all appropriate agreement language.
Ensuring that all Attorney General’s required provisions and standards are incorporated in agreements. Supervises the maintenance of agreements records/files.
Acting as the agency subject matter expert on agreements process, language, funding restrictions, scope, and terms.
Providing training to internal office staff, as well as other units within the Department.
Interfacing with DOT units on the agreements and the budget.
Overseeing and providing guidance relative to insurance certificates and agreements.
Computer Use/Knowledge – Creating/monitoring various electronic files/spreadsheets (CORE, ACCESS, Excel Project Tracking Spreadsheets, MS Word).

Minimum Qualifications General Experience:
Seven (7) years of experience in a combination of fiscal administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one of which must be an accounting, budgeting, or payroll function.
Special Experience:
One (1) year of the General Experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer 2.
Note: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is at the professional training level and is below the professional working level.
Substitutions Allowed
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master’s degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
For state employees, experience at the level of a Purchasing Services Officer 1 substitutes for the General and Special Experience on a year-for-year basis.
Preferred Qualifications
Experience with State agency contracts administration.
Customer service experience including corresponding and communicating with both internal and external customers.
Experience with Microsoft Office including Word, Excel, Access, Outlook, and Teams.
Experience in office management and coordination.
Experience with organizing and prioritizing multiple tasks.
