The Building People, LLC, has a position open for a Senior Contract Analyst with the Department of Energy’s National Nuclear Security Administration (NNSA). The Senior Contract Specialist will assist with project management, acquisition, and administration activities for a broad range of agency-wide contracts and acquisition vehicles. The analyst will provide overall business analysis recommendations and reports for this project, ensuring reports and deliverables meet expectations, are of outstanding quality, and interface with senior Department of Energy/NNSA and contractor managers.

Responsibilities Data Management, Analysis, and Reporting

Design, create, and maintain a system to record and track contractual data including funding codes, obligations, allocations, commitments, costs, etc, using DOE/NNSA systems and software.

Input, update, and manage contract data to allow immediate access to current and historical information for analysis, estimating, and reporting.

Conduct data validation and reconciliation activities for cost data, and perform variance analysis and resolution.

Collaborate with COR, Contractor, Federal Lead, Budget Team, and other staff to reconcile discrepancies in contract records.

Analyze contractor‑provided cost forecasts and compare to known information.

Review and analyze contractor invoices for accuracy, allocation, allowability, and reasonableness; work with contractors to obtain clarifications and resolve issues, then report and track them.

Forecast and report prospective overruns or underruns for each Federal Lead's portfolio.

Ensure changes in baseline budgets remain within appropriate parameters.

Perform funding reconciliations in support of contract closeout of all direct Fed contracts.

Contract Support

Research and prepare Statements of Work for review and approval.

Draft and/or review requirement and justification documents for new contracts and task orders to ensure completeness prior to federal review and approval.

Review draft contract modifications and inform CO/COR of any issues.

Provide input to COR's analysis of contractor proposals, including technical elements, proposed approach, staffing levels, ODCs.

Verify content of reports against contract and program requirements; track timeliness of reporting.

File documents to the COR System of Record (e.g., monthly reports, meeting minutes, contract modifications, correspondence).

Coordinate with budget teams on availability of funds for any changes to scope, providing status to Federal Leads and COR.

Participate in regular and ad‑hoc calls; provide COR with updates that may affect cost, schedule, or requirements.

Recommend process improvements.

Project Support

Facilitate planning, coordination, and review of annual task assignments and project management plans between contractor and Federal Leads.

Provide regular reports of cost, schedule, and forecasting to Federal Leads to supply necessary tools and accurate data for budget and cost management.

Keep Federal Project Lead informed of upcoming due dates.

Assist in developing training on these processes and reports for contractors and Federal staff.

Required Experience & Skills

Ten (10) years of direct support for federal acquisition processes, including all types of contracts (FFP, cost‑reimbursement, T&M).

Ability to obtain and retain a DOE Q‑Level Security Clearance.

DC location; in office 3x per week.

Familiar with government regulations including FTR, JFTR, Fly America Act, and other statutes and policies needed for ensuring all domestic and international travel is in compliance.

Familiarity with GAAP and FAR cost/price analysis.

Ability to organize, write, and edit contract documents.

Proficient in Microsoft Office Suite.

Preferred Experience & Skills

Strong interpersonal/social skills; proven staff officer/contractor support excellence.

Excellent oral and written communication skills, and ability to meet deadlines under pressure in an uncertain environment.

Required Education

Bachelor’s degree with classes in business, acquisition, or related field.

Position may require background screening and clearance directly from the Government.
