City of Victorville
Under limited supervision, oversees various engineering tasks related to the construction of projects from inception to completion. Manages City’s storm water program; performs related duties, as required.

Essential duties and responsibilities may include, but are not limited to the following:
Manages capital improvement projects from inception to completion.
Coordinates activities with other City departments, external agencies, or utility companies.
Acquires permits from regulatory agencies including but not limited to California Department of Fish and Wildlife, Lahontan Regional Water Quality Control Board, U.S. Army Corps of Engineers.
Prepares project plans using AutoCAD Civil 3D, exhibits, specifications, and cost estimates.
Manages the design, surveying, and materials testing work performed by consultants under contract.
Administers construction contracts and communication with contractors.
Prepares contracts, change orders, and design revisions.
Prepares request for proposals (RFPs) for professional service agreements.
Manages City’s storm water program to ensure compliance with State Water Board requirements.
Plan checks and reviews of special studies which may include public infrastructure improvement plans, maps, storm water pollution prevention plans, water quality management plans, traffic studies, geotechnical reports, hydrology studies, and other engineering plans and reports.
Resolves issues that arise during construction of projects.
Responds to questions and inquiries from various individuals, groups, organizations, or companies regarding a wide range of engineering topics and issues.
Prepares applications for Federal, State, and local grant funding programs.
Develops, implements, and maintains systems for tracking projects, grant funding, ensuring compliance with guidelines, and meeting all reporting requirements.
Prepares draft staff reports for the City Council or other meeting agenda items.
Attends various internal and external meetings regarding engineering topics or issues.
Education, Training and Experience Guidelines:
Bachelor’s degree in Civil Engineering or a closely related field from an accredited college or university AND two years professional municipal engineering experience.
License and Certification Requirements:
Must possess a valid California Class “C” driver’s license upon hire and maintain throughout the length of employment with the City of Victorville.
Engineer in Training (EIT) certification.
Registration as a Professional Engineer in Civil Engineering by the State of California is highly desirable.

Applying safe work practices.
Work is performed in a variety of environmental conditions, both indoors and out, with exposure to wide temperature variations, noise, vibrations, fumes, grease, machinery and its moving parts, odors, and dust. Physical demands require bending, stooping, and frequently lifting moderately heavy and heavy objects. Must be able to lift up to 50 pounds. Some exposure to hazardous chemicals. Incumbent must be able to see and hear in the normal range with or without correction and communicate verbally and in written form with great facility and must be able to be understood. Incumbent must be willing to work an irregular schedule, which may include weekends, holidays, evenings, and/or varying shifts.
