Senior Project Manager – Infrastructure, Network & Security
The Metropolitan Council is seeking one full-time Senior Project Manager to manage technical projects primarily within the Infrastructure, Network, and Security teams. Projects include Keep the Lights On (patching, certifications, lifecycle management, etc.) and Infrastructure Special Projects such as a Terraform Infrastructure as Code Project.
Responsibilities
Provide project leadership for various projects within the Metropolitan Council Project/Program Planning & Management
Develop comprehensive project plans using Waterfall & Agile methodologies; define scope, goals, deliverables, and timelines.
Coordinate internal resources and third parties/vendors for execution of projects within baselines.
Utilize departmental tools for project management, tracking, and reporting.
Lead project teams and manage/coaches junior project managers.
Facilitate communication and coordination for projects/programs across cross-functional teams.
Accountable to lead change management and conflict resolution efforts within assigned projects.
Ensure teams have clear roles, responsibilities, and deliverables.
Build strong stakeholder relationships to become a trusted advisor to project sponsors; communicate project status, risks, and issues to stakeholders and executive management.
Proactively identify, assess, and manage project/program risks and issues through mitigation planning.
Develop and manage project budgets, allocate resources, monitor expenditures, and ensure adherence to budget constraints.
Lead transformation and change management scope within projects and programs to ensure solution adoption and process adherence.
Support process improvement initiatives within PMO; stay abreast of industry trends and emerging practices.
Minimum Qualifications
High school diploma or GED AND nine (9) years of experience managing multiple IT and business projects.
Highest completed degree in Computer Science, Business Management, or Project Management counts toward the minimum nine (9) years of required work experience.
Associate’s degree counts as two years of experience.
Bachelor’s degree or higher counts as four years of experience.
Two (2) or more years in a lead role that required collaboration across multiple divisions with stakeholders from varying organizational levels.
PMP or PgMP Certification.
CSM or SAFe Certification.
Two (2) years’ experience with MS Project.
One (1) year’s experience with Azure Dev Ops.
One (1) year’s experience with Jira.
One (1) year’s experience with GitHub.
Desired Qualifications & Certifications
CompTIA Security+
CCNP
Palo Alto Networks PCNSE or CISSP
Azure Fundamentals – AZ-900
Experience with PPM tools.
Cybersecurity: CISSP, CISM.
Networking: CCNA, CCNP.
Infrastructure: ITIL, Cloud certifications (Azure, AWS).
Interview Process The Metropolitan Council will conduct interviews and reserves the right to remove a resource from consideration if the resource is unavailable for interview as requested by the State.
Remote or On-Location The work is expected to be done with a hybrid of remote and onsite work. Onsite presence is required at least one day per week at Metropolitan Council Office located at 390 Robert Street North, St. Paul, MN 55101.
