Duties

You will serve as the Alteration Installation Team (AIT) Manager responsible for providing project management for the government and contractor teams.

You will provide engineering assistance in the maintenance, installation, fabrication, testing and evaluation, sustainment, and troubleshooting of the installed alteration on U.S. Naval platforms, systems, and sites.

You will coordinate the group's effort and act as the Group Senior Technician to achieve the goals of the assigned tasks.

You will provide engineering expertise and team leadership over the projects in the various fleet concentration areas, maintain awareness of global and/or pertinent issues, and work closely with the On-Site Installation Coordinator to resolve issues.

You will be qualified as a On-Site Installation Coordinator (OSIC) and will provide oversight of all phases of tasking related to installations specified in applicable alteration/shipboard change documents.

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

As a professional Engineer applying engineering principles, methods, and tools to develop, schedule, coordinate, monitor, evaluate, and manage engineering projects, resources, and technical performance to develop or evaluate new or modified electronic systems. Developing, performing, evaluating, or modifying calibration and test equipment, systems, and procedures. Testing, evaluating data, reporting, archiving test data, and determining acceptability of equipment modifications, validity, test procedures and data, or legality of operation.

Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor’s degree (or higher) in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses in five of seven areas of engineering science or physics: statics, dynamics; strength of materials; fluid mechanics, hydraulics; thermodynamics; electrical fields and circuits; materials; or other comparable area. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR Current registration as an Engineer (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above.

OR Completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field with at least one year of professional engineering experience acquired under professional supervision. There should be an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience.

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-04 pay band encompasses positions equivalent to GS-12 and GS-13.
