Position Summary Under the supervision of the CEO, oversees the cooperative’s engineering, staking, mapping, warehouse/purchasing, electrician, metering activities which secure strong member and community relations, while increasing public confidence in the cooperative. This includes managing a team of employees, design for new services and system improvement projects, system planning, system protection, and metering.

Qualifications It is preferred that interested candidates have 5 to 10 years of experience in electrical distribution operations/engineering with supervisory experience. Also preferred is a bachelor’s degree in electrical engineering or electrical engineering technology with a power emphasis. A Professional Engineers License is a plus. Four-year experience in design and construction of transmission, substation, and distribution systems may substitute for degree requirement. Experience using MilSofts engineering analysis software very helpful. Must have the ability to work closely with employees, departments, and members to help solve problems and create solutions. Exceptional communications skills are required.

Must possess a working knowledge of: specifications of line construction, RUS approved materials, line voltage segments and right-of-way procedures. Must have an effective working knowledge of engineering methodologies used for making electrical load and loss calculations and for designing distribution facilities. Knowledge of the operation of a computer in engineering format is preferred. Must have a thorough knowledge of the National Electric Safety Code and KEC’s Safety Policies. Must have the ability to direct and supervise personnel. Must be able to effectively direct and coordinate sectional work activities. Must have the skill to recognize the system needs and help prepare designs that can meet the electrical demands. Must possess good oral and written communications skills.

Must have a thorough working knowledge of MilSoft software.

Must be able to complete all assignments with attention to detail and accuracy.

Must be able to work calmly and effectively under pressure.

Must maintain confidentiality with sensitive information.

Must interact well with internal/external customers, handling inquiries and correspondence.

Conveys professional interaction at all times, thereby maintaining positive relations.

Displays and encourages team effort for maximum efficiency and productivity.

Must be able to operate standard company technology/equipment, including a working knowledge of Microsoft programs and other software applications pertinent to the Cooperative’s system (Windows operating system and Microsoft Office at a minimum).

Must be able to attend periodic seminars, training programs, conferences, civic and professional events, along with various evening meetings.

Key Duties and Responsibilities

Supervise staking of construction of new lines and the rebuilding/conversion of existing lines as performed by Coop construction crew or contractors and the Coops maintenance crews in coordination with the DOO, DAS, and CFO.

Cooperative support for programming/troubleshooting electronic reclosures, regulator controls, capacitor controls, power monitors, and other electronic equipment.

Reviews the needs of the Coop Engineering Department and recommends to the CEO organizational structure and manpower level requirements that will most effectively carry out the Coop objectives. Periodically evaluates Dept effectiveness and the accomplishments.

Supervises and directs assigned staff to include: interview participation and hiring new personnel, evaluating work performance, counseling, disciplining, terminating, grievances.

Provides for thorough training of all new department employees and employee transfers pertaining to job requirements, responsibilities and expectations of the Coop.

Reviews and recommends written job description changes of all Engineering Dept positions.

Coordinates work activities between the Engineering Dept and other Coop Depts.

Promotes team spirit and enthusiasm between employees of the Engineering Dept and between employees of all other Depts. Monitors and strives for the best possible working conditions and job opportunities for those under his/her direct or indirect supervision.

Directs and is accountable for the daily operations and activities of the Engineering Dept.

Maintains a working knowledge of all major policies, procedures, rates and terms and conditions of service of the Cooperative.

Keeps the CEO fully informed of all happenings, events and occurrences, both external and internal to the Cooperative which may affect the wellbeing of the Cooperative.

Develop long and short-range engineering studies and Coop system improvements as specifications recommended by RUS/CFC, National Electric Safety Code, and regulations.

Meets with members on location to discuss design and contract requirements and to recommend the most economical rate schedule to the member.

Serves on a rotating basis as management person on-call to provide direction to the maintenance and construction crews who are on duty after hours.

Develops in-depth system planning for two year and long-range plan, voltage drop studies, motor start studies, load balancing studies, coordination studies, available fault current studies, and loss management studies as needed.

Has primary responsibility in seeing that system map is up-to-date.

Has primary responsibility to establish and maintain the AMR system.

Prepares estimates and coordinates relocation of lines with State and County Highway Depts.

Coordinates work order inspections and studies with consultants and other departments.

Coordinates metering equipment to be used on large commercial installations with the Operations Dept on special applications. Has overall responsibility for metering application.

Approves department time sheets and vacation schedules.

Attends and participates in Safety and Job Training meetings.

Reviews staking sheets before releasing to Construction Department or Contractor, ensuring that all design aspects meet or exceed RUS/CFC requirements.

Performs other duties as directed or required.

Supports Radio Equipment performance and repair with the DOO.

Works closely with large power accounts answering technical questions, negotiating large power contracts, assists in understanding how large power accounts are billed per WFEC and KEC rates, notifies of rate changes, provides estimates of new power costs from new rates, and helps with their long term planning for power needs.

Relationships

CEO: Informs CEO of happenings, occurrences and events both external and internal to the Coop. Reports on special problems and obtains assistance and approval as necessary.

Other Staff: Maintains a flow of communication and cooperation to ensure maximum use of staff services and to effectively work toward overall Coop objectives.

Member/Owners: Provides information to members as they may request, and does everything possible to maintain good relations in all contacts with Member/Owners and the general public.

Associated Businesses: Provides an exchange of information that may be necessary for the mutual application of policies and procedures and of good business practices.

National and State Associations: To participate in meetings; to keep informed of industry, economic and social trends, policies, and new developments.

State/Federal Agencies: To observe rules and regulations as they may apply to Cooperative operations.

General

Learns and maintains thorough working knowledge of Cooperative Bylaws, policies, procedures, and safety manual as it relates to duties of this position.

Communicates and interprets the Cooperative Mission Statement, strategic goals and policies to establish direction and to obtain understanding and commitment from the employees.

Assist when required to develop recommendations for organizational structure and staffing to accomplish program goals by the most effective and efficient utilization of available resources.

Maintains effective internal and external relationships to enhance information transfer, productivity, and the ability to influence decisions of others.

Represents the CEO as assigned to insure adequate representation of the co-op interests.

Cross-train with other positions and perform other duties as directed by the CEO.

Some field trips will be required for inspection and data acquisition in varying weather conditions. Outside meetings will be necessary with occasional overnight trips and meetings. Must attend special schools, demonstrations and other meetings, as assigned that would result in the improvement of technical and management skills.

The Position is deemed as Safety Sensitive.

Physical Demands & Working Conditions

Frequently operates standard office machines to include phone, computer, copy machine, and fax all of which require touch and vision.

Must be able to sit or stand for lengthy periods of time and be able to lift 10 pounds.

Occasional work outside of normal working hours, otherwise generally accepted office working conditions.
