Overview
Protective Services Worker – Adult Protective Services. This is the entry-level class in the Protective Services Worker series. Adult Protective Services (APS) is a state-mandated program administered by the City and County of San Francisco (CCSF), HSA, and DAS. Under general supervision by the APS program, the Protective Services Worker (PSW) receives and responds to reports of suspected elder and dependent adult abuse, including neglect, self-neglect, and financial abuse. The PSW performs professional investigations and case management services to victims of abuse, including evaluating harm or risk, assessing biopsychosocial functioning, and orchestrating ongoing services to maximize community resources and protect victims."
Responsibilities
- Conduct unannounced visits to elders and dependent adults in their living environment.
- Investigate allegations and perform risk assessments through interviewing the victim, family, relatives, neighbors, and others to assess immediacy.
- Arrange for immediate protective interventions and emergency services as necessary, including medical assessments, emergency shelter, or in-home protection; coordinate with medical providers and other agencies to resolve immediate dangers.
- Gather, document, and review confidential information; write investigative reports, findings, and service plan notes.
- Conduct needs assessments for clients in need of protective services.
- Develop a Service Plan and organize initial care plans, including supported decision-making as appropriate.
- Provide counseling to clients and significant others to implement the service plan and restore health and social functioning within the client’s capacity.
- Monitor the Service Plan and follow up through field visits and calls until goals are achieved.
- Assist with multidisciplinary team meetings with healthcare providers, hospitals, and city agencies to address social and emotional factors affecting health, safety, or environment.
- Design interventions in collaboration with medical professionals, social service providers, law enforcement, and other relevant systems; contribute information to determine level of care and services.
- Educate individuals and agencies on the role and authority of APS.
- Contribute to public presentations about casework in a confidential, multidisciplinary setting and collaborate with CCSF partner agencies.
- Prepare, review, and maintain records using a computer; manage case documentation in APS databases and maintain timely email correspondence.
Qualifications
Education: Possession of a Master’s Degree in Social Work from a CSWE-accredited school; OR a Master’s Degree from a two-year counseling program (e.g., Marriage and Family Therapy, Clinical Counseling, Mental Health Counseling, Addiction Counseling, or Counseling Psychology) that included a supervised field placement.
Experience: Completion of two graduate field placement semesters providing direct services to elders and/or dependent adults in related settings; or six months post-baccalaureate professional experience directly serving elders, dependent adults, or related populations.
