The Iowa Finance Authority (IFA) and Iowa Economic Development Authority (IEDA) are seeking a Chief Finance Officer to guide the fiscal stability of two mission-driven agencies dedicated to serving Iowans. The Iowa Economic Development Authority (IEDA) and the Iowa Finance Authority (IFA) collaborate to make Iowa the choice for people to call home and for businesses to flourish. Collectively, through our programs and efforts, IEDA and IFA create opportunities for Iowans, communities, and businesses to thrive. What Youll Do

Executive Leadership : Serve as CFO for both IFA and IEDA, providing strategic direction and oversight of all financial operations. As a member of the Senior Executive Team, youll collaborate with agency leaders to shape organizational strategy and ensure long-term financial sustainability. Bond Issuance & Capital Strategy : Lead the structuring, pricing, and execution of bond issuances across single family, multifamily, State Revolving Fund SRF, and other programs. Manage relationships with investment banks, financial advisors, bond counsel, and rating agencies. Financial Planning & Risk Management : Oversee budgeting, forecasting, and investment strategies. Monitor market conditions and advise on interest rate determinations and hedging strategies for mortgage-backed securities. Regulatory & Board Engagement : Ensure compliance with state and federal regulations. Serve as a key resource to the IFA and IEDA Boards, responding to inquiries and guiding financial decision-making. Team Development : Lead and mentor finance and accounting teams across both agencies. Set goals, evaluate performance, and foster a culture of innovation, accountability, and excellence. The Chief Finance Officer position is a non-merit, non-contract position classified by the State of Iowa as a Public Service Executive. This position is exempt per FLSA regulations. Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation. All of the following (a and b): a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. All of the following (a, b, and c): a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
