Title Environmental Scientist

Salary $4,269.00 – $8,877.00 per month. New-to-state candidates will be hired at the minimum salary of the classification or the alternate range when applicable.

Job Description and Duties Under the supervision of a Branch Chief and Senior Environmental Scientist (Supervisory), the District Biologist will perform a wide variety of scientific and technical investigations from the office and field throughout the nine‑county Bay Area. The Biologist is a key member of the District 4 Division of Environmental Planning and Engineering and Caltrans Project Development Team and is responsible for ensuring environmental compliance on transportation projects through the preparation of technical reports, obtaining permits from state and federal regulatory agencies, and conducting construction compliance and mitigation activities.

Conduct biological surveys and habitat assessments.

Gather data on natural resources.

Identify and analyze the impacts of transportation projects on biological resources.

Develop measures to avoid, minimize, and mitigate those impacts.

Contribute to environmental resource protection, such as through the development of fish and wildlife crossing projects.

Working Conditions The position is located at 111 Grand Ave., Oakland CA 94612. This is a limited‑term position that may be extended to 24 months or become permanent. The incumbent will work in a climate‑controlled office under artificial lighting and will travel frequently to field locations within the region. Fieldwork may require working in a variety of climatic and geographical conditions. Hybrid‑telework may be available at the discretion of the department. Business travel is expected, and travel reimbursements will be determined in accordance with applicable regulations.

Minimum Requirements

Eligibility is based on the Environmental Scientist exam and the candidate must be on the state examination list or meet another eligibility criteria such as transfer, reinstatement, SROA, or surplus status.

Valid and unrestricted Class C driver’s license.

Statement of Qualifications (SOQ) required: no more than two pages, single spaced, 12‑point Arial. Resumes and cover letters do not replace the SOQ.

Provide unofficial transcripts for education verification if based on education qualifications.

Desirable Qualifications

BS/MA in Biology or related field with coursework or experience in botany, mammalogy, field surveys, marine and estuarine ecology, aquatic resources, and/or habitat restoration.

Familiarity with state and federal environmental laws and permitting in California.

Strong analytical, critical‑thinking, and writing skills.

Ability to work cooperatively with internal and external partners.
