POSITION: Talent Acquisition Specialist (Recruitment Specialist)
STATUS: Full Time
HOURS: Monday through Friday; daylight hours; flexibility required to meet the needs of the Department
LOCATION: Robinson Township
SALARY / WAGES: $50,000-$55,000 based on Experience and Education
Partners For Quality Inc. is a private, non-profit social services organization based in Robinson Township with a satellite office in the East Hills area. We are the administrative parent company to 5 subsidiaries and are responsible for the Fiscal, Payroll, HR, IT and support services to each. Our subsidiaries include Allegheny Childrens Initiative, Citizen Care, Exceptional Adventures, Milestone Centers and the PFQ Foundation. Through these subsidiaries, we provide community based supports and services to adults and children with intellectual disabilities and behavioral health challenges in Allegheny County.
Responsibilities Responsible to the Talent Acquisition Manager for identifying, attracting, interviewing, and hiring a diverse pool of qualified and capable talent to meet the workforce needs of Partners For Quality (PFQ) and its subsidiaries. The Talent Acquisition Specialist will collaborate with hiring managers, oversee vacancy management, develop recruitment strategies, and ensure seamless candidate experience throughout the hiring process. All responsibilities shall be completed in a manner consistent with the Vision, Mission and Values of Partners For Quality, Inc. Duties include, but are not limited to:
Implement all phases of the recruitment cycle with utilization of an Applicant Tracking System for recording candidate movement within the process.
Collaborate with hiring managers on a regular basis to understand recruitment needs due to employee hires, transfers, promotions, and separations in order to proactively facilitate hiring needs. Provide support to hiring managers, as needed, to use the Applicant Tracking System to ensure correct vacancy information.
Advertise and source talent through multiple resources including job boards, career fairs, social media platforms, networking, employee referrals, and other avenues to develop a pool of qualified candidates to fill vacancies.
Participation in recruitment events, including but not limited to job fairs, career days, information sessions and community events.
Manage vacant positions and candidate flows of assigned requisitions.
Screen resumes and job applications.
Conduct phone screens of qualified candidates.
Assist with the interview process, attending and conducting interviews with managers, directors, and others as required. Demonstrate ability to successfully assess the candidate’s relevant knowledge, experience, skills, cultural fit, and other essential job functions of the position.
Act as a point of contact to build candidate relationships during the selection process.
Collaborate with the hiring manager and/or other human resource staff during the offer process, identifying salary ranges, incentives, start dates, and other pertinent details.
Extend offers for employment; coordinate all post-offers and pre-employment requirements.
Ensure a positive experience by providing timely updates and feedback for new hires from job acceptance through completion of orientation.
Post job announcements and available positions internally, monitor internal applications from employees, screen for eligibility, and facilitate additional support for employees and hiring managers for transfers and promotions within the agency.
Assist with tracking and analyzing recruitment metrics to improve efficiency and effectiveness. Provide recommendations for areas not meeting expectations.
Stay updated on best practices in talent acquisition and industry trends for services provided throughout Partners For Quality, Inc. and subsidiaries.
Other related duties as assigned.
SALARY / WAGES $50,000-$55,000

Qualifications
High school graduate or GED.
One (1) to three (3) years recruitment and hiring experience or other experience in a relevant field.
Experience working within the non-profit or Human Services sector preferred
Must have proficient computer skills
Experience working within an Applicant Tracking System (ATS) and Human Resources Information Systems (HRIS) preferred
Excellent interpersonal and verbal / written communication skills.
Valid Driver’s License and use of personal vehicle
Act 33, Act 34, and FBI clearances
Excellent references, both personal and professional
Minimum Compensation USD $50,000.00 / Yr.
Maximum Compensation USD $55,000.00 / Yr.
