Job Summary You will play a key role in Cal State Fullerton’s Payroll Services team, providing comprehensive administrative and technical support for payroll transactions, audits, and data management. You will interpret payroll policies, collaborate across campus and with external partners (e.g., CalPERS), and maintain compliance with federal, state, and university regulations.

Key Responsibilities Under the general supervision of the Payroll and Data Services Director you will:

Process employee payroll transactions and conduct full‑cycle audits to ensure accuracy and compliance.

Interpret and apply federal, state, CSU, and campus payroll laws and policies.

Serve as a primary resource for payroll, employment, and data‑related inquiries, consulting with employees and authorized vendors.

Review, process, and input payroll transactions—including status changes, leaves, and separations—into systems such as PIMS, PeopleSoft HCM, and CHRS.

Provide expertise on payroll, employment, and personnel topics (leave accrual, loan forgiveness, entitlements, SSI eligibility, pay docks, stipends, bonuses, salary adjustments).

Collaborate with HRIE departments, other CSU campuses, the Chancellor’s Office, the State Controller’s Office, CalPERS, and other stakeholders to refine policies and improve programs.

Support department and division objectives and contribute to continuous improvement initiatives.

Essential Qualifications

Bachelor’s degree in a related field and two years of relevant payroll experience (or equivalent education and experience substitution).

Strong knowledge of payroll principles, practices, and regulations, including tax withholding, benefits, and retirement administration.

Experience with payroll systems such as PeopleSoft, CHRS, or similar.

Ability to perform payroll activities accurately and timely, ensuring compliance with laws and regulations.

Excellent analytical and problem‑solving skills; detail oriented; strong organizational and time‑management skills.

High level of integrity, ethical conduct, and ability to handle sensitive financial information.

Capacity to work independently and manage multiple priorities; potential to provide lead work direction to less experienced staff.

Preferred Qualifications

Payroll experience in higher education or public sector, preferably within the CSU system.

Knowledge of Federal and State payroll laws, regulations, and compliance requirements (FLSA, tax withholding, benefits deductions).

Experience with CHRS or PeopleSoft payroll/employment systems.

Strong organizational and time‑management skills in a high‑volume environment.

Excellent communication skills with employees, supervisors, and other departments.

Additional Requirements A completed background check, including a criminal records check, is required. CSU may rescind a conditional offer if the background check reveals disqualifying information or if falsified information is discovered.
