Position Summary OMS Consulting Services, LLC is hiring Sr. Staff to Project-level Environmental Engineers. These are full-time positions. Some overtime and weekend work may be required. Successful candidates will have 5 to 10 years of experience with Construction Stormwater Pollution Prevention (SWPP) Plans, Spill Prevention Control and Countermeasure (SPCC) Plans, site audits and regulatory filings and updates.

Ideal candidates should also have experience conducting design, engineering, regulatory approval, and construction of remedial solutions for contaminated waste sites, facility demolition, construction and related activities associated with soil and water remediation at industrial sites.

Candidates should also possess broad familiarity with Federal EPA, RCRA and CERCLA regulations and state of California Department of Toxic Substances Control (DTSC) and Regional Water Quality Control Board (RWQCB) regulations related to facilities and construction site stormwater and spill prevention compliance, contaminated site investigation, characterization, remediation, and disposition. Demonstrated ability to manage and oversee projects and field construction activities is a requirement. Preferred industries of experience include power utilities, rail, aviation, chemical, oil and gas, and mining. Business conduct must occur in accordance with OMS policies and procedures and be aligned with the goals of OMS.

Essential Functions

Project management and technical lead for SWPP plans

Project management and technical lead for SPCC Plan compliance updates and reviews.

Project management of multiple environmental site investigation and remediation construction projects

Design and engineer remedial systems for ground water treatment, waste immobilization, soil stabilization, shoring, chemical and thermal oxidation, excavation and related remedial solutions.

Design and engineer stormwater pollution and erosion control and develop plans in accordance with RWQCB requirements (requires California Qualified Storm Water Developer (QSD) certificate)

Design Spill Prevention, Control and Countermeasure (SPCC) Plans in accordance with EPA requirements

Conduct value engineering, field engineering and review and approve proposed design changes, red-lines, as‑builts and field change orders

Develop engineering cost estimates, plans and specifications, take‑off sheets, project schedules, and technical proposals

Serve as Engineer of Record, review and sign off on design and engineering drawings

Manage assigned projects and lead assigned proposals

Develop business and follow‑on projects with existing clients through excellent delivery of assigned projects

Willingness to travel occasionally and be available for night and weekend work, on occasion, as needed

Other duties as assigned by OMS or the client.

Qualifications

Bachelor’s degree in civil or environmental engineering with 5 to 10 years related experience or equivalent.

California Professional Engineer (PE) license

QSD or QSP and ability to obtain QSD within 6 months of employment

Must have a valid driver’s license with the ability to pass a motor vehicle records check along with a pre‑employment background check, drug screen and health exam.

Strong written and verbal communication skills

Strong interpersonal skills, ability to resolve problems and to work with stakeholders

Ability to delegate project assignments and mentor junior staff

Proven competence with laptops, tablets, smartphones, and Microsoft Office

Ability to travel, work outdoors in inclement weather

Ability to work occasional overtime and weekends

Conduct a background check, drug screening, and physical exam.

Approval by Client Representative.

Preferred Qualifications

Master's degree and 7+ years’ experience.

40‑Hour OSHA HAZWOPER

Project Management Professional (PMP) Certification

MSHA

OSHA‑30

Familiarity with Federal Energy Regulatory Commission (FERC) and California Division of Safety of Dams (DSOD) regulations and engineering requirements a plus
