Definition To participate in the coordination, direction, and supervision of the Department of Public Works including streets, drainage, traffic, sanitation, engineering, landfill, and other divisions as assigned; to coordinate public works activities with other City divisions and departments; and to provide highly complex staff and engineering assistance to the Director of Public Works.
Supervision Received and Exercised Receives direction from the Director of Public Works. Exercises direct and indirect supervision over superintendents, division supervisors, service maintenance and clerical staff.
Key Responsibilities
Participate and supervise coordinating goals, objectives, and policies necessary to provide effective Public Works services; develop new and modified systems, policies, and procedures.
Prepare, develop, and evaluate highly technical studies, reports, and analyses related to public works maintenance and construction services; develop and implement technical systems, analyze and evaluate study results.
Develop and administer the departmental budget; assist in forecasting funds needed for staffing, equipment, material, and supplies; monitor and recommend expenditures to the Director of Public Works.
Coordinate and supervise the Streets Superintendent in street maintenance and repair work, including resurfacing, repairing, patching, cleaning, sidewalk, curb, and gutter removal and replacement.
Coordinate and supervise the Drainage Superintendent in storm drain and culvert maintenance and storm pump operations and maintenance.
Coordinate and supervise the Solid Waste Superintendent in garbage and trash collection, landfill operations, and maintenance.
Coordinate and supervise the Traffic Superintendent in signage, signal installation, and related facilities.
Coordinate and supervise the Environmental Operations Manager and Landfill Superintendent in landfill operations and maintenance.
Meet with vendors and outside service providers to evaluate services and products.
Monitor and supervise investigation and response to citizen complaints; maintain normal working hours at City Hall.
Coordinate preparation of cost estimates and engineering reports for streets, drainage system maintenance, and sanitation services.
Oversee maintenance of time, material, and equipment use records; ensure proper requisition of supplies and materials.
Make recommendations to the Director on purchase of equipment and assist in developing specifications.
Ensure adherence to safe work practices; collaborate with the City’s Safety Officer to improve safety programs and implement new initiatives.
Qualifications
Modern and complex principles and practices of Public Works management.
Principles of personnel administration, supervision, and training.
Materials, methods, practices, and equipment used in Public Works services.
Types and level of maintenance and repair activities performed in streets, drainage, building maintenance, and sanitation services.
Occupational hazards and safety precautions necessary in the work.
Principles of organization, administration, and budget management.
Ability to:
Plan, organize, and implement comprehensive maintenance and repair programs for public works facilities.
Conduct studies, prepare reports, and determine cost‑effective service delivery methods.
Communicate effectively, both orally and in writing.
Select, supervise, train, and evaluate supervisory service maintenance and clerical staff.
Interpret applicable laws, rules, and regulations.
Prepare and analyze public works maintenance and service reports, statements, and correspondence.
Participate and assist in administering the Public Works departmental budget.
Experience and Training Guidelines
Experience:
Three (3) years of increasingly responsible public works administration experience.
Training:
Equivalent to a Bachelor of Science degree from an accredited college or university with major coursework in engineering, technology, public administration, or a related field.
License or Certificate:
Possession of, or ability to obtain, an appropriate Texas driver’s license; possession of, or ability to obtain, a Professional Engineer registration in the State of Texas within 12 months of appointment.
