Job Summary:

This role serves as the principal point of contact for the Deputy Mayor for Operations with direct oversight of the following agencies:

Department of Public Works (DPW)

Department of Transportation (DOT)

Department of General Services (DGS)

In addition to overseeing these core operational agencies, the Assistant Deputy Mayor (ADM) will act as a liaison to other City and quasi-City agencies. Working closely with the Deputy Mayor, the ADM will provide strategic leadership and coordination to ensure alignment with the Mayor’s priorities and operational goals.

The ADM will also support oversight of agencies that receive significant City funding or play a critical role in service delivery and infrastructure, helping to drive accountability, interagency collaboration, and effective governance.

Essential Functions:

Position Summary:

Reporting to the Deputy Mayor for Operations, the Assistant Deputy Mayor (ADM) plays a central role in managing, coordinating, and advancing the Mayor’s operational agenda across a portfolio that includes the Department of Public Works (DPW), Department of Transportation (DOT), and Department of General Services (DGS), as well as select quasi-governmental agencies and major partner entities.

The ADM will assist the Deputy Mayor in the day-to-day administration and strategic oversight of these agencies to ensure efficient service delivery, effective management practices, and alignment with the Mayor’s goals. The ADM serves as a key policy advisor, liaison, and operational leader, ensuring that the City’s infrastructure, public services, and administrative operations are coordinated and accountable.

Key Responsibilities:

Strategic Leadership and Policy Development Advise the Deputy Mayor, Mayor, and City Administrator on key policy and programmatic decisions related to public works, transportation, building operations, and fleet management. Help guide operational agencies in developing and presenting policy recommendations to City leadership. Coordinate and support the Mayor’s Operations Subcabinet and cross-agency initiatives. Operational Oversight and Coordination Cultivate strong working relationships with agency leaders to enhance effectiveness, resolve issues, and ensure progress toward established goals. Provide professional support and strategic leadership to agency heads, helping to build internal capacity and advance critical programs. Monitor implementation of agency initiatives to ensure timely execution, alignment with priorities, and interagency coordination.

Agency Support and Performance Management Ensure agency programs and initiatives are focused on delivering measurable results in line with the Mayor’s objectives. Support day-to-day issue resolution, allowing for efficient operations without requiring escalation to the Deputy Mayor, Mayor, or City Administrator. Keep the Deputy Mayor apprised of emerging challenges, opportunities, and agency performance trends. Policy Implementation and Intergovernmental Affairs Coordinate, approve, and help execute policy initiatives affecting operational agencies. Facilitate collaboration between City agencies and external partners—including state entities, business leaders, community organizations, and regional stakeholders—to advance shared interests and solve problems. Represent the Mayor and Deputy Mayor on boards, commissions, and public forums, effectively advocating for the City’s interests. Organizational Improvement and Innovation Recommend improvements to agency structure and operations, including consolidation, restructuring, or development of new functions to enhance service delivery. Identify and promote innovative solutions to improve the quality, efficiency, and accountability of City operations. Special Projects and Additional Duties Perform related assignments as requested by the Mayor or City Administrator in support of the Mayor’s citywide operational priorities.

Qualifications:

Extensive experience in public sector management, operations, or infrastructure delivery, preferably in a large or complex municipal environment. Proven ability to lead cross-sector teams and manage multi-agency initiatives. Strong knowledge of municipal operations, public policy, and intergovernmental relations. Exceptional problem-solving, project management, and interpersonal skills. Ability to operate with discretion, diplomacy, and a high degree of professional judgment. Education Advanced degree in public policy, government, or a related field. Familiarity with Maryland state legislative processes and city/state government operations. Experience in legislative affairs, program administration, or intergovernmental affairs related to health and human services.
