PRIMARY DUTIES & RESPONSIBILITIES
Hiring Salary: $166,720 - $208,400/year

OVERVIEW OF POSITION / DEPARTMENT
Aurora Water is responsible for the operation and maintenance of the drinking water, sanitary sewer and storm drainage systems, treatment of drinking water and non-potable reclaimed wastewater for irrigation, billing and collection, public outreach and water conservation, acquisition and development of future water rights, major capital projects programs, and quality control for regulatory compliance and public health.
Under the direction of the Assistant General Manager of Aurora Water, the Deputy Director of Planning and Engineering organizes, directs, and implements comprehensive engineering and technology programs to support the growth, development and high function of the City of Aurora water, wastewater, and stormwater utilities. The position may oversee two or more of the following sectors: long-range planning, technology services, development review, inspections, capital project delivery and/or asset management. Acts as a confidante and trusted advisor to the Assistant General Manager and as a sounding board for ideas and issue resolution. Supports the Assistant General Manager in building and providing leadership in creating a cohesive and aligned leadership team. Oversees key strategic initiatives as identified and agreed to with the Assistant General Manager and facilitates successful business execution. Oversees continuous improvement for the organization and functions as a strategic business advisor to other executive/senior management regarding key operational and organizational issues. May serve as Acting Assistant General Manager upon designation in the event of the absence of the Assistant General Manager.
PRIMARY DUTIES & RESPONSIBILITIES
Oversees engineering and technical staff to ensure Planning and Engineering tasks are effectively completed and department objectives are met. Demonstrate collaborative, supportive, and effective team leadership including establishment of clear expectations and accountability for all reports. Coordinate with developers, engineers, and other agencies to explain, interpret, and create City's design requirements, codes, plans and specifications Coordinates with other City Departments/external parties to ensure Aurora Water and city goals and objectives are met Updates design and construction standards and materials Provides project updates in the form of oral and written presentations to City Council, committees, senior management, and local agencies Represents the department as a resource for committee, government agencies, stakeholder groups and the general public Directs the implementation of Department goals and objectives, policies, procedures, and work standards Prepares and administers professional service contracts as necessary Prepares and monitors operating budgets Develops a sense of community and team within the division and work collaboratively with other division leads Develops and implement growth plans and work procedures for direct reports Facilitates training and growth of staff members to achieve a standard of high performance Makes recommendations to the Deputy Director regarding selecting, hiring, training, evaluation and disciplining of assigned employees Performs other related duties as assigned
Primary Duties And Responsibilities May Also Include:
Provides updates to design and construction standards and materials through a collaborative effort with Operations staff, inspections, and other organizational leads Oversees the teams who ensure new utility and drainage infrastructure is in compliance with city code, department specifications, and citywide master plans Collaborates closely with the development community, their consultants, and contractors Oversees the team that calculates and collects utility revenue, permit fees, and fiscal securities Oversees the team responsible for long-range planning and asset management for water, wastewater, and stormwater infrastructure. Leads the staff responsible for Aurora Water technology services including GIS, data stewardship, new solution requests, networking, and hardware/software maintenance and operation. Oversees the team responsible for capital project and developer-built infrastructure inspection to ensure compliance with approved design plans and city codes and specifications. Oversees engineering reviews of water, wastewater, and stormwater infrastructure plans for compliance with master plans and city specifications Acts as the Aurora Water liaison to the City Office of Development Assistance Leads technical staff responsible for providing engineering support services to the development community and to operational divisions of Aurora Water Supports operations staff in water, wastewater, and stormwater divisions and oversees staff responsible for capital program delivery.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates the required knowledge, skills, and abilities may be considered.
Education:
Bachelor of Engineering Degree from ABET accredited programor applicable, equivalent education
Experience:
At least ten (10) years progressively responsible directly related experience in a full-service water utility At least five (5) years of division-level managerial experience in a full-service water utility
Licenses And Certifications Required:
Driver's license with a good driving record Registration as a Professional Engineer in the State of Colorado or applicable, equivalent licensure
Knowledge:
Comprehensive knowledge of the principles, practices, and operational requirements of water, wastewater, and stormwater utilities Fundamental knowledge of engineering practices related to utilities, financial management, and regulatory requirements Knowledge of personnel management principles Demonstrable project management acumen that can be successfully applied to complex water resources projects Understanding of Colorado water law and water related politics
Skills:
Strong interpersonal, decision making, and managerial skills Skill in the use of engineering-related software Strong leadership and customer service skills Skill in customer relations, crisis communications management, public speaking and media relations Skill in checking information for accuracy and completeness and correcting errors
Abilities:
Establish and maintain effective working relationships with employees, all levels of management including executive staff, citizens, and elected officials Developing and implementing growth strategies Handle sensitive situations with tact and diplomacy Communicate effectively both orally and in writing. WORKING CONDITIONS
Essential Personnel:
When a local announcement of emergency or disaster is declared by the city, all City of Aurora employees may be required to work as essential personnel
Physical Demands:
Sedentary physical work that involves moving no more than 10 pounds at a time Occasional lifting, carrying, walking and standing. May require frequent pushing, pulling, bending and stooping. Clear vision to read and interpret reports and other written documents. Speech communication and hearing to maintain communication with employees and citizens. Hand/eye coordination for operation of computer
Work Environment:
Works primarily indoors in a typical office environment with occasional field visits that may work outdoors in varying weather conditions.
Equipment Used:
