Planning General Summary
Under general supervision, the Manager of Planning manages transit service planning projects which include collection and analysis of demand data, evaluation of proposed and existing services and preparation of findings and recommendations. Interfaces with local representatives to conduct special studies and to determine transit needs of the community. Duties and Responsibilities
Assists in the long range and short range development of fixed route bus and paratransit services. Prepares, conducts and analyzes transportation data related to passenger surveys, ridership statistics and performance indicators. Manages in reviews, interpretations, and analyses of local and regional urban plans and programs, in terms of their physical, economic and social impacts on service improvements and expansion. Gathers data, surveys passengers and prepares FTA Title VI submission to determine relative service quality provided to minority and non‑minority customers. Prepares governmental documentation relating to Unified Work Program activities. Reviews local, state and federal regulations and advises management staff of short and long range impacts on Authority programs and services. Reviews and advises management staff of tri‑county road and development projects which directly or indirectly impact existing and future paratransit and/or fixed route services. Develops, prepares and executes consultant contracts relative to Unified Work Program projects. Develops, prepares and executes consultant contracts relative to facility enhancements. Meets with appropriate local officials regarding long range transportation needs. Conducts special studies, including but not limited to, Americans with Disabilities Act (ADA), public hearings, Municipal Credit and Specialized Services programs. Attends public hearings/meetings and provides technical support as required. Utilizes Geographic Information Systems to analyze demographic and economic factors for use in service design and marketing. Assists the ADA Manager in conducting SMART’s Advisory Committee meetings designed to identify problems and concerns of the elderly and handicapped relating to Authority services and to encourage use of public transportation. Provides technical assistance to other departments in the development of data analysis projects. Assists in the preparation of grant applications as required for Authority inter‑departmental projects. Represents the Authority in technical work groups related to regional transportation projects. Coordinates with the Manager of Transit Asset Management and Capital Planning. Serves as the liaison to the Lake Erie Transportation Commission board of directors. Performs other related duties as assigned. Knowledge, Skills and Abilities
Bachelor’s degree in Transportation, Planning, Public Administration, or related field. Master’s. Proficient in the use of Microsoft Office applications (e.g. Word, Excel, Vizio), ESRI ArcGIS, Adobe Design Suite (e.g. Illustrator, Photoshop) Strong data collection and interpretation skills. Effective verbal and written communication skills. Seven (7) years progressively responsible experience required in Transportation Planning, including direct supervisory experience.
