Location Annapolis Junction, MD or Linthicum, MD

We will source and procure specialized goods and services from cradle to grave, including NDAs, teaming agreements, SOWs/Tech Docs, RFPs, proposals, commerciality claims, source justifications, and technical evaluations. Responsibilities include issuing RFPs, analyzing proposals, evaluating commerciality, approving source justifications, conducting price/cost analyses, negotiating terms, awarding and modifying subcontracts, and preparing compliant procurement audit files under FAR and company policy.

Specific Duties Include

Responsible for contractual management for the supplier.

Responsible for source selection from contract proposal to execution phases.

Coordinates and collaborates with key stakeholders such as contracts, finance, engineering, quality, supplier development, planning, operations, program, and end‑users.

Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.

Prepares bid packages, conducts conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.

In conjunction with quality organization, evaluates and monitors supplier quality and reliability, and supplier ability to support required delivery schedules.

Identifies strategies and opportunities to reduce cost, improve efficiency, and manage risk through strategic and targeted negotiations.

Manages the performance of subcontracts, ensuring compliance with all public‑law requirements and company policies, including import/export regulations.

Employs sound business practices and assesses supplier performance as part of follow‑up activities, ensuring appropriate documentation is provided to logistics/transportation & warehouse organization for proper receipt.

Basic Qualifications

Bachelor's degree and a minimum of 8 years of supply chain, procurement, business management, and/or related experience with a minimum of 5 years in supply chain (or 12 years in lieu of a bachelor’s degree with at least 7 years in supply chain).

Experience with the government acquisition process and a strong knowledge of FAR and DFARS.

U.S. citizenship.

Ability to obtain and maintain TS/SCI clearance.

Preferred Qualifications

SAP experience.

Experience with Mission Systems Supply Chain policies and procedures.

Experience in supply chain management on a major defense program or in management of development or production projects.

Experience interfacing with executive leadership.

Experience in Earned Value Management.

Experience with multiple contractual types (e.g., FFP, CPFF, CPIF).

Active Top Secret/SCI clearance.

Primary Level Salary Range $108,400.00 – $170,300.00

Employees may be eligible for overtime, shift differential, and discretionary bonuses in addition to base pay. Base pay is determined by role scope, candidate experience, education, skills, and current market conditions. Benefits include health insurance, life and disability insurance, a savings plan, paid holidays, and PTO.
