PADCOM Design & Construction Management Services is seeking a

Site Assessment Project Manager (SAPM)

to support LAUSD OEHS. This role oversees environmental site assessment contractors, manages project budgets and schedules, and ensures compliance with all local, state, and federal environmental regulations. The ideal candidate will bring strong technical expertise in environmental site assessment, remediation, and risk management — along with experience coordinating complex investigations under oversight by the Department of Toxic Substances Control (DTSC) or similar agencies. Key Responsibilities

Review and coordinate work performed by environmental contractors under Master Services Agreements (MSAs) in areas such as: Phase I Environmental Site Assessments Soils Disposition Evaluation (per LAUSD Spec 01 4524) Soils Evaluation (SCAQMD Rule 1466 compliance) Health and Safety Risk Assessments Preliminary Environmental Assessments Remedial Investigation and Feasibility Studies Public Participation Plans Preparation and implementation of Removal or Remedial Action Workplans Polychlorinated Biphenyl (PCB) surveys and mitigation plans Assist in the development and oversight of environmental remediation contracts Manage project budgets, schedules, and contract administration for environmental investigations and remediation efforts Provide technical support and advice to OEHS Management regarding contractor performance, scope, and schedule compliance Coordinate environmental reviews for projects in alignment with Facilities Services Division requirements for Scheduling, Budgeting, School design and construction, Emergency response, Demolition Minimum Qualifications

Education Bachelor’s degree from an accredited college or university, preferably in Geology, Engineering, or a related environmental field Experience Minimum 7 years of full-time professional experience in the management of environmental investigations and remediation conducted under the direction of the DTSC or a comparable regulatory agency Strong knowledge of: Site investigation and remedial strategies Federal, state, and local environmental regulations DTSC, RWQCB, and SCAQMD protocols Preferred Qualifications

California Professional Registration as a Certified Hydrogeologist, Professional Engineer, or Professional Geologist Salary & Benefits

Salary Range: $135,000 – $141,000 annually, based on experience and qualifications Schedule: Full-Time, Monday–Friday; flexibility for site visits as needed Benefits: Comprehensive package including health, dental, vision, retirement contributions, and opportunities for continued professional development Employment details
