$129,924 . Job Summary
The Supervisor – Gas Technical Operations is responsible for supervising the daily activities of union personnel involved in critical operations such as cathodic protection, pressure regulation and measurement, odorization, SCADA, leak survey and damage prevention throughout the Connecticut Natural Gas (CNG) Greenwich territory. The role includes integrated planning and scheduling, execution of fieldwork activities and performance measurement. The supervisor will ensure maintenance and capital improvement projects are in compliance with federal, state, and local regulations to maintain safety and reliability of the natural gas system. Responsibilities include proactive and reactive inspections, troubleshooting, and directing daily activities of company and contract personnel as needed. The Supervisor – Gas Pressure Regulation ensures adherence to construction and maintenance activities in accordance with DOT 49 CFR Part 191 and 192, the CNG Gas Operations and Maintenance Manual (O&M), CNG Construction Standards, approved policies, regulatory procedures, safety rules and approved budgets. Responsibilities
Pressure regulation, cathodic protection, SCADA, odorization: supervise, coach and mentor up to 3 union personnel performing maintenance and operations of natural gas pressure regulation systems and associated equipment, including city Gate Station equipment, District Regulator Station equipment, Odorization equipment, Cathodic Protection equipment, line heaters, SCADA systems, and related telecom equipment. Responsible for all technical aspects and regulatory compliance/documentation of maintenance records. Damage prevention (mark-out): supervise and mentor up to 2 union personnel performing daily “Call Before You Dig” responses, natural gas facility mark-outs, and excavations around pipelines. Compliance survey: supervise and mentor union personnel performing annual walk-ins and various surveys (mobile, drive-by, commercial, ROW, etc.). Ensure timely completion of each compliance survey and that the survey territory remains up to date. On-call to respond and assist with gas emergencies or customer issues. Administrative Responsibilities
Perform annual employee reviews, review and approve timesheets, facilitate and track all Operating Qualifications (OQs) trainings, ensure staff obtains all required OQs and safety trainings, and provide needed equipment. Review and verify accuracy and completeness of compliance work with a “trust but verify” approach. Work with Manager – Gas Operations on reporting, budget, efficiency opportunities, staffing concerns and Collective Bargaining Unit (CBA) negotiations & conflict resolutions as required. Assist in developing and managing capital and O&M expense budgets. Evaluate new technologies and integrate them into work processes; coordinate with Operations and Engineering to ensure compliance and support special projects. Communicate with community officials (Town of Greenwich) and PURA as needed regarding utility operations, compliance, maintenance, and service delivery. Required Qualifications
Education requirements: Bachelor's Degree with a minimum of four years of relevant experience; or Associate degree with seven years; or High School Diploma/GED with ten years in gas fitting or related experience and completion of gas fitter progression. Knowledge of natural gas systems, gate stations, regulator stations, labor agreements, safety manuals, leak detection methods and instrumentation; familiarity with PHMSA DOT 191 & 192, Hazmat, OSHA, and OQ concepts; ability to travel out of the service territory when required. Certifications: Valid Driver’s License. Qualifications
Four or more years of experience in Natural Gas Pressure Regulation, Field Service design, installation, or utility operations. Supervisory experience. Knowledge of natural gas distribution system design, operations, maintenance, and construction principles. Experience with pressure regulation, Gate Stations, Regulator Stations, Cathodic Protection systems, SCADA. Project and schedule management; proficiency with computerized tools and MS Suite. Strong communication and interpersonal skills; conflict resolution abilities. Attention to detail and teamwork; results- and customer-oriented. Ability to multitask and manage multiple projects and field crews. Proficiency in desktop applications (MS Office, Salesforce Fieldforce, SAP, FWM, Document Viewer, etc.). Behavioral Competencies
