Job Description:
General Summary We are seeking an Outside Plant (OSP) Engineer to support the continued expansion and maintenance of our fiber optic network in Southwestern Idaho, one of the fastest growing markets in the country. The OSP Engineer will engage with our subcontractors, in-house personnel, and key customer contacts including government and local agencies to coordinate and manage local engineering and construction efforts to successfully provide design upgrades and enhancements to the outside plant network.
The ideal candidate for this position will demonstrate extensive knowledge of Outside Plant Engineering, with an emphasis on planning and design of fiber optic network construction and splicing. Other duties, responsibilities and qualifications may be required and/or assigned.
Essential Job Functions
Provide leadership, mentoring and technical OSP experience to the OSP team as the primary delegate of the OSP Manager
Work as part of a multi-faceted team consisting of engineering, project management, network planning and coordination personnel, all with a common interest of delivering results to the customer
Field engineering to include site surveys, field data collection and note taking related to aerial and underground fiber optic route designs
Review fiber optics designs and bill of materials for accuracy and proper implementation
Plan, design, and obtain permits for new strategic backbone builds.
Assist with cost estimates for new projects
Determine correct procedures for OSP fiber optic cable splicing, termination, OTDR testing, and documentation
Write Splicing Methods of Procedure, create maintenance notifications and support splicing activities on an as needed basis
Update GIS database with information from as‑built construction maps and splicing activities
Operate and maintain OTDR’s and splicing equipment
Support damage restoration using OTDR shots to direct field staff and minimize customer downtime
Willingness to work from the desktop but also outside in varying weather conditions
Assist in troubleshooting of outages and new services with customers and internal staff
Requirements Education and Experience Minimum Qualifications
Minimum two years of experience as an OSP design engineer
Strong project management skills
Working knowledge of the telecommunications industry standards, RUS codes, practices and regulations pertaining to the engineering of fiber optic outside plant facilities
Experience inspecting subcontractor work, communicating standards and instituting corrective action when needed
Ability and desire to mentor Outside Plant Specialists
Knowledge of easement, right-of-way, and permit documents
Ability to read and understand highway/road prints
Working knowledge of AutoCAD/drafting software or Geographic Information Systems
Expert in OTDR operation and maintenance, as well as reading traces and reports
Knowledge of aerial and underground construction methods and engineering requirements
Knowledge of fiber optic counts, fiber assignments, and splicing schematics
Strong organizational skills and experience with Excel and Word
Effective communication skills and professional accountability
Familiarity with Ring Topology and Hub & Spoke networks in support of Enterprise and Carrier customers
Qualifications
5-10 years of Telecom Outside Plant Engineering experience
Fiber optic splicing experience to include mid-sheathing cable, building splice cases and executing live cutovers and node inserts
Network planning familiarity is a plus
Safety certifications are a plus
