Consultant: Social Protection and Climate Change Location: Global Programme Division, Gender Equality – Remote (NYHQ)

Duration: 1 November 2025 – 31 March 2026

Background & Purpose The Social Policy and Social Protection Programme Team is seeking a short‑term consultant to accelerate progress on the Global Accelerator for jobs and social protection for just transitions. The role will focus on climate‑change‑adaptation outcomes within social protection systems for the most vulnerable children and families.

Scope of Work

Conduct a synthesis of literature on the effectiveness of social protection in supporting climate‑change adaptation for children, young people, those living with disabilities, women, girls, and children on the move; identify salient evidence gaps.

Develop an implementation roadmap and action plan for the USP2030 financing group led Sevilla Platform for Action (SPA) initiative on financing social protection.

Produce an inception report outlining methodology, theory of change and impact pathways.

Draft and finalize globally scoped evidence synthesis reports (approx. 15 pages) with accompanying PowerPoint summaries.

Prepare technical notes and communication products highlighting the role of social protection in strengthening adaptation capabilities.

Deliver a progress update report summarizing activities, achievements, challenges and recommendations.

Qualifications

Post‑graduate degree (doctoral preferred) in economics, public policy, political science, development studies or related field.

At least 5 years of research or evaluation experience in social protection, child poverty or public finance, with demonstrated linkages to climate change or humanitarian contexts.

Expertise in quantitative and qualitative research methods for impact evaluation.

Experience mapping evidence gaps and synthesising global evidence.

Familiarity with UNICEF’s child poverty and social protection portfolio.

Strong writing and presentation skills; proficiency in English required; another UN language preferred.

Competencies

Deliver outputs within tight deadlines and multi‑stakeholder environments.

Excellent technical communication skills for non‑technical audiences.
