The Georgia Dept. of Transportation (GDOT) is seeking a technical GIS developer for configuring and developing custom Esri ArcGIS Enterprise 10x, 11x (Javascript API, Experience Builder, ArcGIS Portal/Online/Hub, Field Maps) applications. Applications are deployed within SharePoint web sites. Custom GIS solutions will be integrated within .NET based applications, GDOT databases (Oracle/Oracle Exadata, SQL Server), data warehouse (Oracle Exadata), and enterprise reporting (Oracle Business Intelligence Enterprise Edition (OBIEE), Data Visualizer, or Power BI). The candidate will have application programming/development, implementation, and support experience.
The role involves designing, coding, testing, modifying and debugging computer software and applications. The developer works within the Enterprise GIS Team of IT Applications, collaborating with database, network, server support, and other developers. The role follows internal SDLC, standards, and best practices.
The Enterprise GIS team supports 180 ArcGIS Desktop users and ~60,000 annual ArcGIS Server web visits, covering GIS portal, feature mapping, project planning, emergency operations, permitting, safety, and traffic records.
NOTE: While the intent may be a long‑term tenure, this position is subject to annual budget restrictions. The initial contract is through the end of this fiscal year and is anticipated to be renewed July 1st, 2025.
Responsibilities
Develop customized web applications, web services, mobile, and enterprise solutions
Develop geoprocessing and GIS web services
Develop GIS web editing/mapping applications
Conduct performance, unit, system, integration, and quality assurance testing of applications
Maintain existing applications/services
Upgrade and migrate existing applications/services to current version/systems architecture
Provide end‑user support and create support documentation
Work closely with other developers and architects
Estimate work effort and propose/design development solutions
Work Terms and Conditions
8‑hour workdays on a fixed schedule (not a flex schedule), starting no earlier than 7:00 AM Eastern Time, no later than 9:00 AM Eastern Time, Monday‑Friday, 40 hours per week
GDOT prefers local candidates who can work a hybrid schedule of remote and in‑office; capacity for office days discussed during interviews
Consultant will follow all applicable State of Georgia and GDOT policies, procedures, standards, guidelines, and best practices
Position end date is at the end of the GDOT Fiscal Year; renewal in one‑year increments possible, but no obligation to extend contracts
When teleworking or working remotely, consultant must have suitable internet connection to comply with GDOT telework policies
GDOT will reimburse authorized travel expense lodging and meals; personal vehicle use reimbursed per State Accounting Office Travel Policy
Consultants not allowed to work or make up time on the Department’s 13 holidays without management approval; no extended leave >1 week in first year of service
Consultant must have a cell phone available for business calls
No free parking provided; routine commuting expenses are the consultant's responsibility
