Senior Engineer – Drainage Capital Improvement Program
The City of Sacramento, Department of Utilities is seeking a Senior Engineer to lead the Drainage Capital Improvement Program (CIP) project delivery team. The program provides planning and design for rehabilitation and replacement of the City’s storm pump stations, pipelines, and storage/detention facilities, as well as bid/contract and construction management support for projects in construction.
Responsibilities
Develop plans and estimates, work orders for the construction of public works and capital improvement projects and programs; inspect project sites and assist in solving difficult engineering problems; interpret specifications and City policy; make change orders.
Participate in the selection and management of consultant engineers for the development of plans and specifications, studies, and reports; review plans for construction prepared by private engineers.
Provide direct supervision over lower level staff, including assigning, directing, training, evaluating, and recommending discipline.
Check computations and specified materials for accuracy and conformance with regulations; review and make recommendations on technical reports and studies.
Initiate and conduct engineering planning studies to identify public works facilities; review and participate in the preparation of environmental assessments and studies; prepare project status reports; and check private building plans for compliance with City building codes and ordinances.
Serve as staff to a variety of City commissions, boards, and committees on various engineering matters; coordinate engineering related activities with other City departments, divisions, and sections and with outside agencies.
Develop and implement environmental regulatory programs; analyze water quality data and prepare regulatory reports as applicable.
Prepare various applications for state and federal grants; assist in the preparation and administration of budget and capital improvement plans.
Recommend and select contractors; oversee contractor work.
Participate in the preparation of complex engineering studies and reports related to public works and capital improvement projects.
Provide structural plan review for the most complex development projects; confirm construction documents comply with all code requirements; evaluate alternate materials, design, and methods of construction requests; establish schedules and methods for planning, design, construction, rehabilitation, and operation/maintenance.
Provide technical advice and assistance to City staff.
Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for services, labor, materials, and related resources for public works projects and/or programs; monitor and control expenditures.
Oversee environmental assessments and studies related to City and private projects; meet with developers to discuss projects or resolve design issues; review new development plans.
Prepare and present information to City Council and various commissions.
Perform other or related duties as assigned.
Qualifications
Licensed professional engineer (PE) with substantial experience in municipal utility infrastructure projects, emphasizing stormwater management and related civil systems.
Experience leading large public works projects through all phases—planning, permitting, design, procurement, construction, and closeout—while ensuring compliance with local, state, and federal regulations.
Strong knowledge of public sector processes, environmental permitting, public bidding laws, and capital improvement planning.
Ability to mentor and support junior staff, fostering a culture of accountability, service, and continuous improvement.
Proficiency in combining technical expertise with public service values, demonstrating integrity, responsiveness, and commitment to essential utility services for the community.
Four years of professional-level engineer experience.
Possession of a bachelor’s degree in engineering or a related discipline.
Required Education and Certification
Proof of education (unofficial transcripts and degree certificates acceptable) will be required at the time of appointment.
Possession of a Certificate of Registration as a professional engineer in the State of California; proof of certification will be required at the time of appointment.
Driver license: Possession of a valid California Class C driver’s license at the time of appointment.
