Summary
The Integrated Resource Planning (IRP) Section is seeking a Senior Planning Analyst to provide program oversight and policy/technical analysis to support the state’s resource and infrastructure planning efforts, including providing a team lead role in the IRP process.
Job Description and Duties
The Senior Planning Analyst will advise and assist high-level decision-makers such as Commissioners, Judges, and Energy Division management. The Analyst may act as a team leader and project coordinator and will prepare written reports and analyses on economic, policy and/or technical issues related to the state's integrated resource planning programs. The Analyst will make recommendations based on independent analysis of regulatory, policy and technical issues. The Analyst will develop analysis for and make recommendations regarding the CPUC’s policy-setting rulemakings, review proposed legislation, and oversee implementation of programs resulting from CPUC and legislative processes.
Conduct research and technical analysis on complex energy policy and energy market issues.
Work to develop and refine parts of a complex regulatory proceeding in a team environment.
Develop creative solutions to electric sector planning and procurement problems, considering market and policy implications.
Contribute to inputs, methodology, and analysis of energy modeling.
Manage a contract with consultants supporting the IRP process.
Coordinate with analysts in other Energy Division sections and branches on policy and energy planning-related issues.
Represent the Division in high-profile settings.
Collaborate with state organizations and agencies (e.g., CAISO, CEC) to advance statewide clean energy goals.
Organize and facilitate workshops and stakeholder meetings.
Review and provide feedback on proposed legislative bills and respond to inquiries from the public and legislative staff.
Projects
Explore pathways to significantly reduce greenhouse gas (GHG) emissions for the electric sector through 2050.
Evaluate renewable procurement levels needed to meet state GHG-reduction goals and ensure procurement by utilities and load-serving entities.
Develop business and regulatory cases for new energy projects and infrastructure.
Assess the role of current fossil-fueled generation in achieving GHG goals.
Refine planning and procurement processes and tools to procure new clean energy resources.
Qualifications and Application Notes
