Overview
IT Specialist (Applications Software) role at DC Department of Human Resources. This position is in the Department of Small and Local Business Development (DSLBD), Office of the Director. DSLBD supports the development, economic growth, and retention of District-based businesses, and promotes economic development throughout the districts commercial districts. Duties And Responsibilities
Works in coordination with the Chief Administrative Officer in establishing systems, business process design, and development process supporting DSLBDs strategic vision. Administers agency-wide network applications; provides technical support for the environment and assists with end-user problems. Responsible for the implementation and daily operations of major computer hardware, software, and networks, including telecommunications and technical support services. Troubleshoots all server-related problems and provides the necessary technical corrective action or forwards to management. Serves as a liaison with management and DSLBD staff as well as other agency IT staff along with the Office of the Chief to ensure applications meet user requirements. Collaborates with staff, defines application systems objectives and requirements. Acts as the project liaison between the development team and program staff. Responsible for preparing cost benefit analysis of application systems solutions. Responsible for preparing cost system presentations to internal and external staff and stakeholders. Responsible for developing test plans and quality assurance strategies to ensure accuracy and compliance. Responsible for the design of application systems and interfaces; additionally, tests program logic, codes programs. Defines systems security and control procedures. Responsible for the training of personnel in the operation of applications systems. Qualifications And Education
Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. All academic degrees and coursework must be from accredited or pre-accredited institutions. Or Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Salesforce Expertise and Project Management. The role requires a candidate with extensive Salesforce experience, capable of customizing the platform to meet specific business needs and proficient in data-driven decision-making. Additionally, a strong background in project management is essential, with a focus on delivering projects within established timelines and budgets, coupled with excellent team leadership and agile methodology skills. These core competencies are vital for driving efficiency and achieving strategic organizational goals. Licenses And Certifications
