Job Summary The Defense Security Counterintelligence Agency (DCSA) is seeking a Product Owner to serve as the primary advocate for the NISS Stakeholder Community. This role is critical to ensuring the successful development and delivery of NISS Increment II, aligning product outcomes with stakeholder needs and strategic objectives.
Responsibilities Product Vision and Strategy
Define and maintain a clear product vision and roadmap for NISS Increment II.
Align roadmap with program goals and strategic direction.
Requirements Management
Solicit and gather requirements from diverse stakeholders.
Develop testable, prioritized user stories and acceptance criteria.
Decompose epics into manageable user stories.
Ensure traceability of requirements throughout the lifecycle.
Product Backlog Management
Create and prioritize the product backlog.
Groom backlog regularly for sprint readiness.
Balance stakeholder needs, technical feasibility, and business value.
Stakeholder Engagement
Build strong relationships with stakeholders, sponsors, and SMEs.
Facilitate workshops and meetings to gather feedback and build consensus.
Communicate updates, risks, and progress effectively.
Risk and Issue Management
Identify and assess risks and issues.
Develop mitigation strategies and elevate as needed.
Maintain and track a risk and issue log.
Sprint Planning and Execution
Participate in sprint planning and reviews.
Support development team with clarifications and remove impediments.
Monitor progress and ensure sprint goals are met.
Testing and Validation
Plan and execute Government Acceptance Testing (GAT) and User Acceptance Testing (UAT).
Define and validate acceptance criteria.
Track and resolve defects.
Performance Measurement
Define and monitor KPIs.
Generate reports on progress, risks, and performance.
Use data to drive decisions and improvements.
Collaboration and Communication
Engage with PMO, development teams, and stakeholders.
Participate in daily stand‑ups, retrospectives, and reviews.
Foster a transparent and collaborative environment.
Compliance
Ensure development activities comply with relevant regulations and policies.
Qualifications Education
Bachelor’s degree in Computer Science, Information Systems, Business Administration, or related field (or equivalent experience).
Experience
10+ years as a Product Owner or Business Analyst in Agile environments.
8+ years working within National Industrial Security or DoD.
Experience with GAT/UAT, risk management, and requirement documentation.
Skills
Strong communication and interpersonal skills.
Proficiency in Agile methodologies (Scrum, Kanban).
Familiarity with Jira, Confluence, SharePoint.
Understanding of SDLC.
Analytical and problem‑solving abilities.
Certifications (Preferred)
Certified Scrum Product Owner (CSPO)
SAFe Product Owner/Product Manager (POPM)
