Basic Job Functions – Responsible for providing leadership and management to assigned projects in a safe, profitable, and timely manner. Manage work consistently with standards of quality and integrity. Participate in marketing, estimating, bidding, and contract negotiation phases. Serve as champion for execution of preconstruction and construction. This position requires experience on heavy civil, highway, bridge, light rail, etc. projects.
The position includes two “steps” (I, II) providing progressive skill: Step I – less complex projects up to $20 million with 3–5 years experience; Step II – medium scale projects $20–$50 million with 5–10 years experience.
Key Responsibilities
Overall responsibility for project success, including profitability, safety, schedule, quality, and customer satisfaction, and personnel decisions impacting the project.
Establish and maintain a comprehensive project management plan (PMP) covering scope, procurement, environmental, time, financial, quality, safety, and risk management.
Participate in business development: client contacts, relationships, proposals, presentations, and negotiation for selected projects.
Understand and administer prime contract terms and conditions, contract documents, subcontract agreements, purchase orders, insurance, and related corporate compliance.
Oversee budgeting and cost control to keep projects within approved budgets, demonstrating business acumen.
Prepare and review estimates, ensuring cost control, constructability, and schedule considerations.
Champion transition of projects from estimating to field, facilitating reviews of contract requirements, schedules, and subcontracts.
Coordinate with supervision teams to ensure resource allocation and project execution.
Develop and maintain a detailed CPM schedule, coordinating with engineering and procurement schedules.
Prepare monthly progress reports with accurate cost projections.
Negotiate and execute all change orders, supplements, and budget adjustments.
Manage billing and payment processes, ensuring timely submission and positive cash flow.
Prepare purchase orders and subcontracts with required insurance, bonds, and lien waivers.
Complete close‑out requirements, punch lists, and warranty callbacks promptly.
Prevent and mitigate claims, addressing issues in a timely manner.
Minimum Job Requirements
Four‑year construction‑related degree or equivalent technical training/experience.
Experience in pre‑construction and management of projects in heavy civil, highway, bridge, light rail.
Thorough knowledge of contract documents, materials, equipment utilization, scheduling, productivity analysis, construction operations, and cash flow management.
Proficient with Microsoft Office Suite.
Physical Requirements
Seat, stand, or walk short distances for the entire shift.
Occasionally climb stairs, ladders, etc.
Lift, push, pull objects occasionally.
Use hands to grasp, lift, carry or handle objects frequently.
Comply with all safety standards and procedures.
Reach above shoulder height and below waist frequently.
Stoou, bend, or kneel occasionally.
Wear personal protective equipment (steel‑toed shoes, gloves, safety glasses, hearing protection, hardhat, vest, etc.).
Interact with people frequently during shift.
Use telephone, computer system, email, or other electronic devices on a limited basis to communicate with internal and external customers or vendors.
