Sr. Budget Analyst – TeleSolv Consulting
TeleSolv Consulting is hiring a Sr. Budget Analyst to support our federal client within the Department of Homeland Security (DHS) in the San Diego, CA area.

Key Responsibilities
Perform financial data entry, review, and reconciliation in the Federal Financial Management System (FFMS) and other DHS systems such as WebView, RMS, and EIS.
Create and maintain Vendor Payment Reconciliation Reports, Commitments, and other financial analysis reports.
Review and verify multi-million-dollar Procurement Support Office (PSO) contract invoices, ensuring obligations and approvals are accurate prior to payment.
Prepare spend plans, billing analyses, and monthly/quarterly expenditure reports; monitor unliquidated and undelivered orders.
Initiate, reconcile, and close Security Work Authorizations and reimbursable transactions; process accounts receivable and payable.
Research, draft, and submit reclassification and re‑programming requests for supervisory review and approval.
Support budget formulation, execution, and closeout of yearly appropriations in accordance with federal agency financial policies.
Assist with data collection, analysis, and preparation of financial documentation for audits, management reviews, and the Acquisition Review Board.
Maintain documentation for PSO contracts, including 1,200+ guard posts and 600+ facilities, ensuring alignment with authorized service requests.
Support the client with invoice correction/rejection packages and assist with contract obligation and modification documentation.
Develop Microsoft Excel spreadsheets, pivot tables, and Microsoft Access databases to analyze spending trends and forecast requirements.
Prepare technical reports, charts, and briefings summarizing key financial metrics for federal leadership.
Collaborate with departmental managers to resolve discrepancies, respond to audit requests, and ensure all transactions meet federal standards.
Required Skills
Must currently be a U.S. Citizen.
Must be able to obtain and maintain a Public Trust clearance and associated background check.
Expert proficiency in federal financial systems (FFMS, WebView, RMS), Microsoft Excel, and data analysis.
Strong understanding of federal budget processes, accounting principles, and audit readiness.
Excellent written and verbal communication skills and ability to create and give executive‑level presentations.
Ability to manage multiple priorities under tight deadlines simultaneously.
BS/BA degree with at least 24 hours of coursework in finance, quantitative methods, or accounting.
At least four (4) years of active experience in federal financial policy, procedures, regulations, and guidelines applicable to financial management programs, processes, and systems.
Advanced knowledge and proficiency in Microsoft Office products, including Word and Access.
Intermediate level Microsoft Excel and PowerPoint skills.
Excellent written and verbal communication skills with the ability to prepare and make group/executive presentations.
