Claratel Behavioral Health is an innovative, community‑based behavioral health and developmental disabilities services organization offering a full range of mental health, developmental disabilities, and substance use disorder services to underserved individuals. Position Summary
The Chief Financial Officer, a key member of the Strategic Leadership Team, ensures the financial integrity and sustainability of Claratel while supporting its mission and strategic goals. Responsibilities include planning, organizing, and directing all aspects of the Finance Division, providing financial guidance to the CEO and Board, and maintaining fiduciary accountability.
Essential Duties & Responsibilities
Responsible for all financial accounting and reporting functions, ensuring effective financial procedures, systems, and internal controls are in place to maintain compliance with GAAP and applicable federal, state, and local laws.
Oversee the completion of successful annual and other required financial audits, ensuring compliance with all regulatory and program requirements, timely preparation of accurate financial statements, and effective communication with external auditors and the Board.
Serve as strategic advisor to the CEO and Board of Directors on financial matters; participate in long‑term planning and decision‑making to ensure financial sustainability.
Collaborate with clinical and operations divisions to support cross‑functional effectiveness.
Coordinate standards and integrate financial performance measures for clinic operations.
Oversee all aspects of budgeting, forecasting, and financial planning; prepare annual organizational budget and grant application budgets; collaborate with Leadership Team to align programmatic goals and budgets.
Coordinate with department heads throughout the year to ensure expenditures adhere to legal and budgetary requirements.
Oversee Payroll, Purchasing, Accounts Receivable, and Accounts Payable functions of the Finance Division.
Collaborate with the VP of Revenue Cycle Management to align financial strategy with operational revenue processes, ensuring accurate forecasting, improved cash flow, regulatory compliance, and maximized revenue capture.
Monitor cash flow and manage investments and reserves in line with Board policies.
Prepare or oversee the preparation of monthly, quarterly, and annual financial statements and reports.
Oversee financial management of all federal, state, and local grants, including budget development and financial tracking and reporting.
Ensure compliance with federal, state, and local grant requirements.
Responsibility for maintaining Claratel’s insurance, including annual renewal of general, malpractice, property, and employee health insurance benefits.
Recruit, supervise, train, and evaluate the Finance Division staff; promote professional development and accountability within the Finance Team.
Maintain positive relations with federal, state, county, and city authorities and government regulators (HUD, DBHDD, DCA, County Commissioners).
Prepare or oversee and ensure the accuracy and timely submission of all regulatory reports.
Prepare monthly financial reports for the Board and attend Board meetings at the request of the CEO or Board Chair.
Represent Claratel in community and professional organizations related to financial management.
Carry out special projects assigned by the CEO related to financial operations, including financial analysis and recommendations for projects initiated by the Senior Leadership Team.
Drive continuous improvement in financial performance and reimbursement optimization.
Other duties as assigned by the Chief Executive Officer, including acting on behalf of the CEO on request.
Minimum Qualifications
Bachelor’s degree in accounting, finance, business management, or public health administration.
At least five years’ experience in an upper‑level management position with responsibility for all aspects of financial management and financial reporting.
At least five years’ experience managing staff.
Certified Public Accountant (CPA) license required or equivalent experience; a Master’s in Business Administration or Health Administration is preferred.
Preferred Qualifications
Significant experience in managing the financial operations of a healthcare provider.
Experience in fund accounting for non‑profit or public organizations.
An advanced degree in business administration or public health administration.
Key Competencies
Knowledge of financial management principles sufficient to direct professional staff and coordinate fiscal requirements.
Financial and budgetary practices to develop an annual budget, analyze financial data and patterns, and prepare financial statements.
Understanding of Claratel’s strategic business objectives and employee performance objectives.
Knowledge of governmental and health‑care fiscal regulations and reporting requirements.
Proficiency with computer systems, spreadsheets, and financial systems programs.
Exhibits a high degree of initiative, judgment, discretion, and decision‑making to achieve objectives.
Analytical, strategic thinking, and problem‑solving skills.
Strong communication and interpersonal skills with line staff, board members, regulatory authorities, external customers, and vendors.
