Sr. Project Manager - Phase 1/Environmental/NEPA Transportation Team – Chicago, IL

Hybrid work model. Requires regular attendance at our Chicago office.

What You Will Do As a member of the Transportation – Environmental team, you will design transportation facilities, conduct feasibility studies, prepare NEPA/Environmental documentation, support public involvement programs, develop cost estimates, produce technical reports, mentor staff, and develop staffing plans. You will apply NEPA/Environmental knowledge, providing procedural guidance and expertise to projects.

Responsibilities

Work with Client Service Teams to identify upcoming projects and develop pursuit strategies, including Statements of Interest and interview strategies for RFPs.

Develop scope of work, project budgets, and project schedules after winning work.

Coordinate with other project managers and staff to guide projects through NEPA/Environmental and federal‑aid processes.

Make presentations to the public and clients on projects.

Provide direction and guidance to Project and Staff Engineers/Planners on document development and permit submission.

Provide technical guidance on complex problems and approve proposed designs and studies.

Analyze data to perform routine design tasks.

Make independent engineering decisions, represent the organization in meetings, and coordinate work.

Ensure accuracy of NEPA documents and environmental studies, quality of presentation, thoroughness and compliance with budgets, schedules, and QA/QC protocols.

Review design options and document findings with the design team.

Manage workload and handle project schedule or scope changes.

Qualifications

Bachelor’s degree in Planning, Urban Design, Civil Engineering, Geology, Biology, or Environmental Science.

11–15 years of professional experience in transportation engineering (considerably less experience for significant relevant experience).

Ability to obtain IDOT Prequalifications for Environmental Lead for EA, EIS, and other relevant certifications.

American Institute of Certified Planner (AICP), Certified Environmental Professional license, or ability to obtain within 6 months of employment (other certifications considered with significant relevant experience).

NEPA/Environmental Knowledge

Lead all aspects of NEPA environmental document development, including technical reports, CE’s, EA’s, and EIS’s.

Understand environmental policy, regulations, permits, and NEPA guidelines.

Lead NEPA/Environmental processes and technical solutions that best meet project needs.

Project Management / Teamwork / Collaboration

Lead internal and external coordination with project team members across disciplines.

Manage and lead multiple projects, assignments, and teams.

Identify problems proactively and promote innovative solutions.

Communications

Coordinate with clients and sub‑consultants; lead client meetings and interactions.

Create project presentation materials, concepts, graphics, and reports for clients and community groups.

Business Development

Communicate and coordinate with clients, prepare scopes of work, fee estimates, schedules, and responses to RSI’s and RFP’s.

Compensation Salary range: $170,000 – $225,000, dependent on experience and geographic location.
