The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days a year, supporting over 4,900 applications for 53 state agencies. Under the direction of the ITS Application Development, QA/QC Team Supervisor, QA/QC Test Lead for the Department of Transportation (DOT), the Information Technology Specialist 2 will provide QA/QC support within ITS’s Dedicated Support bureau, supporting its client agency, DOT.
Responsibilities
Optimize and employ best practice standards, processes and procedures, roles and responsibilities for QA/QC in support of DOT.
Create and maintain comprehensive, well-organized test plans and test cases.
Prioritize and execute test cases effectively, aligning with project timelines and risk assessments.
Conduct functional, integration, and system testing, and support coordination of performance testing.
Identify, document, and track defects within the ALM system.
Generate reports from the ALM system on defect trends, open defects, and other relevant metrics to communicate quality status to stakeholders.
Conduct thorough regression testing to ensure stability of fixes and prevent regressions.
Support User Acceptance Testing (UAT) by providing test data, guidance, and defect reporting assistance to users.
Qualifications
A bachelor’s or higher-level degree including or supplemented by 15 semester credit hours in computer science.
OR a bachelor’s or higher-level degree in any field and one year of experience in information technology.
OR 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
OR two years of professional experience in information technology.
Promotion: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 1, Salary Grade (SG) 14.
Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, SG‑18; or in a title SG‑16 or above deemed administrative under Section 52.6 of the Civil Service Law.
Appointment eligibility: 55b/c designation. Candidates encouraged to apply.

Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
Appointment to this position is not final until all agency approvals have been granted.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non‑immigrant aliens for temporary work authorization visas or for permanent residence.
Fingerprinting and background check are required for employment with ITS.
NYS HELPS Program This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, the title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status without having to compete in an examination.
Salary Salary commensurate with experience.
