Job Duties The Opportunity Lead procurement strategy for one of Virginia's largest state agencies. You'll oversee millions in contracts, champion supplier diversity, and build a high-performing team—all while driving innovation that directly impacts millions of Virginians.

What You'll Lead Strategic Procurement Direct complex acquisitions, negotiate enterprise contracts, and develop long-term strategies that optimize costs and drive innovation across DMV operations.

Supplier Diversity Serve as DMV's SWaM Champion—develop plans, build relationships with diverse suppliers, and advance equity in public procurement.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications What You Bring Must Have

Virginia Contracting Officer (VCO) certification

Extensive public procurement experience, including leadership of large-scale procurement operations or programs

Deep knowledge of Virginia Public Procurement Act (VPPA) and Agency Procurement and Surplus Property Manual (APSPM)

Proven track record managing large-scale procurement operations

Exceptional leadership, negotiation, and communication skills

Additional Considerations

Other procurement certifications (VCM, CPPO, CPPB)

Significant experience in executive-level procurement leadership, including multi-jurisdictional procurement initiatives

Track record implementing innovative procurement strategies

Experience with category management, sustainable sourcing and emerging technologies
