Job Purpose This is a critical role within the Senior Leadership Team of the City FMUK business, part of City Facilities Management Holdings. Reporting to the Managing Director, the Head of Health & Safety will create and lead a world‑class health and safety strategy, influence senior stakeholders, develop a culture of ownership and accountability, and ensure a safe working environment for all colleagues, clients and contractors.

Key Accountabilities

Engage with key internal and external stakeholders to develop a forward‑thinking HSE strategy.

Deliver the HSE strategy through the line, creating a culture of ownership.

Upskill and educate operational teams to foster behavioural safety.

Manage the formal EHS audit process and promote continuous improvement.

Ensure EHS performance complies with company, regulatory and contractual requirements.

Ensure compliance with occupational health and safety legal requirements and environmental legislation.

Provide professional HSE advice and guidance to the business and clients.

Assist in developing and implementing health, safety and environmental management policies and procedures.

Lead and manage Divisional Health & Safety Managers (DHSMs) to facilitate HSE projects.

Plan and manage DHSMs to continually improve safety management systems.

Lead and motivate the DHSM team, ensuring engagement and development.

Work with senior stakeholders to develop and deliver comprehensive HSE training programmes.

Maintain documented health and safety management procedures, hazard and risk assessments for all activities.

Investigate accidents and prepare professional reviews with recommendations.

Influence senior leaders, internally and externally.

Develop and present HSE management systems for new FM bids.

Recognise changes to legislation, guidance and other developments and devise implementation strategies.

Support further development of primary authority partnership with the Group PAP.

Liaise with senior H&S teams across the Group to share best practice and support group initiatives.

Lead and manage all accreditations.

Undertake any other duties required by the Managing Director.

Financial Responsibilities The role ensures a risk‑based approach to safety, maintains the H&S team’s cost effectiveness, and optimises added value and service levels within the budget.

People Responsibilities Directly manage 1 Senior Health & Safety Manager, 4 Divisional Health & Safety Managers and 1 Safety & Enforcement Manager across a multi‑site portfolio. Support recruitment, induction, training, welfare and CPD for the team.

Role

Recruit and induct DHSMs, including full validation of training.

Day‑to‑day manage the H&S team to ensure professional and efficient delivery.

Train, develop and appraise DHSMs, identifying training needs.

Apply disciplinary procedures in accordance with D&G Policy.

Support the welfare of the H&S team and their health and wellbeing.

Ensure the H&S team continually develop their CPD to maintain IOSH Membership.

Essential Knowledge, Skills & Abilities NEBOSH Diploma or equivalent Degree Level 6 or 7 qualification and CMIOSH qualified or Grad IOSH working towards Chartered.

Preferable

Experience in ISO management systems and external accreditation systems such as RoSPA.

Qualification in Fire Safety, Environmental (IEMA), Asbestos (P405).

Self‑motivated, innovative, able to engage and challenge at all levels, both internally and externally.

Previous experience leading a team of managers across the UK.

Previous experience successfully developing and implementing health and safety strategy or plans.

In‑depth knowledge of health, safety and environmental legislation.

Extensive experience managing H&S in a multi‑client facilities management environment, preferably in customer‑facing roles such as retail, leisure or logistics.

Proven track record in stakeholder management and building relationships at all levels.

Strong change‑management experience.

Experience presenting H&S information to senior leaders and demonstrating risk management, budgets, people challenges and customer expectations.

Positive, motivated approach, able to work well under pressure and manage multiple tasks simultaneously while dealing with clients professionally.
