Managing Consultant, Scientist

ERM is seeking a Managing Consultant, Scientist to manage, oversee, and conduct environmental impact assessment and regulatory compliance for energy facilities and related development projects across North America. The role focuses on energy‑related operations, maintenance, capital development, and compliance initiatives, including projects regulated by FERC, midstream oil and gas, electric transmission, and renewable energy. Projects are fast‑paced and geographically diverse, requiring application of technical expertise to comply with federal, state, local, air, water, waste, and NEPA regulations.
The candidate will work independently, manage projects and project teams, prioritize multiple tasks, and provide strong technical writing and communication. Experience overseeing environmental compliance on capital development projects, supervising staff, assessing environmental conditions, and interacting with regulatory agencies is required.
Responsibilities
Manage single or multi‑site projects on time and within budget, including scope, delivery, budgeting, resource planning, field coordination, health and safety, and risk aspects.
Generate technical proposals, participate in business development, maintain client relationships, and assess regulatory requirements.
Prepare and submit siting and permit applications to federal, state, or local environmental authorities.
Assist in preparing technical project documents, including writing, tabulation, data manipulation, and hard‑copy production.
Collaborate with ERM practitioners on impact assessment and capital project permitting.
Prepare environmental plans such as erosion control, storm‑water pollution prevention, site restoration, and spill prevention plans.
Plan, communicate, and ensure compliance with project‑specific federal, state, and local regulations.
Lead and facilitate relationships with regulatory agencies and stakeholders on behalf of the client.
Support quality assurance and quality control activities.
Mentor junior staff in technical and consulting skill development.
Travel up to 20% for client meetings, agency meetings, training, or project team meetings.
Requirements
Bachelor’s or master’s degree in environmental studies, planning, geography, civil or environmental engineering, or related natural resources science field, or equivalent experience.
At least 4 years of environmental impact assessment, siting, and permitting experience on energy projects, including consulting for private‑sector clients.
Working knowledge of key environmental protection and energy facility development regulations, including NEPA, the Clean Water Act, and Section 7 of the Endangered Species Act.
Proficiency in MS Office Suite.
Experience conducting desktop and online studies or research on natural resource or planning topics, GIS, map interpretation, and aerial photography.
Demonstrated ability to prepare concise, accurate technical documents.
Excellent interpersonal communication skills and ability to convey complex technical concepts to staff, clients, agencies, and non‑technical stakeholders.
Experience collaborating with federal, state, and local environmental regulatory agencies to obtain permits and approvals.
This position is not eligible for immigration sponsorship.
Annual base pay ranges from $90,000 – $104,175 (USD). Pay may vary based on education, qualifications, experience, location, and business needs.
