Overview
Role: Human Resources Consultant - California (HRBP) for the Innovation & Engineering Center California (IECC) within Volkswagen Group of America. The HR Consultant serves as the primary HR business partner to an Engineering and Software organization, supporting high impact HR strategies to foster a high performing culture, recognition as a top employer, and alignment with business objectives. The position provides dedicated HR services to managers and employees, including staffing, onboarding, pay administration, training, employee relations, policy administration, and California labor and employment compliance guidance. Role Responsibilities
Partner with managers to support effective planning and implementation of key business objectives. Support organization structure changes, workforce planning, and headcount compliance; collaborate with HRIS to maintain accurate data and organization charts. Obtain approvals for filling positions, relocating employees, and managing Foreign Service assignments. Collaborate with Recruiting to fill positions with qualified, diverse candidates; prepare personnel announcements; facilitate new employee orientation; ensure effective onboarding; partner with Global Assignments as appropriate. Provide planning and support for Performance Management, merit pay, and bonus programs. Develop compensation offers; work with Compensation on job evaluations, market/equity analyses, and pay adjustments; process pay changes with HRIS and prepare communications for employees. Measure employee satisfaction, facilitate action planning to improve engagement, identify local workforce issues, and recommend strategies. Guide and coach managers on performance, policy, disciplinary, and complex employee relations; monitor performance improvement plans; work with Legal on investigations and terminations; protect company interests in accordance with policies and laws. Administer workers’ compensation, disability, leaves of absence, and FMLA processes. Serve as point of contact for HR policies, benefits, payroll, and leaves; address employee questions and promote self-service resources. Identify training needs and administer local employee development programs. Support HR initiatives related to top employer, top team, top performance, and wellness; coordinate with corporate initiatives to promote diversity, community involvement, and brand awareness; facilitate local services, programs, and events as required. Administer client-group specific HR processes and act as lead for California-specific HR operations and legal inquiries. Provide guidance to other HR Consultants on California employment law, employee relations, labor relations, policy interpretation, and disciplinary procedures. Serve as a point of contact for escalated California-specific issues and stay current on California labor law; propose policy updates to VWGoA policies. Collaborate with Payroll, HRIS, Legal, and Compliance to determine best practices and internal procedures related to California labor law. Assist in designing policy content and delivering training to employees, managers, and HR teams to ensure compliance with CA legislation or policy changes. Participate in HR projects as needed. Qualifications
5-7 years of experience in Human Resources (consultant, generalist, or specialist) plus a Bachelor’s degree 3+ years of California labor law and compliance experience within Human Resources Education - Required: Bachelor's degree in HR Management, Business, or related field; Master’s degree in HR Management, Business, or related field preferred Skills: Excellent written and verbal communications; proven presentation and facilitation skills Specialized Skills - Required: Knowledge of all functional areas of HR; strong presentation and facilitation; thorough understanding of Federal and State employment and labor laws; counseling, coaching, and conflict resolution; ability to analyze and interpret HR data; PHR or SPHR certification; CA Employment Law Certification; SAP experience; knowledge of Automotive industry; familiarity with global HR policies and programs Work Flexibility: Willingness to travel ~10%; standard work schedule with overtime as needed to meet business demands Compensation and Benefits
