Qualifications
Minimum
10 years
progressively responsible experience in IT, strategy development, enterprise architecture or IT policy/governance.
Experience developing and implementing technology strategies or enterprise policies for large organizations (preferably government or healthcare).
Experience coordinating with executive leadership and cross-functional teams to develop, review and finalize strategic or policy documents.
Experience with IT governance frameworks such as NIST, COBIT, ITIL or TOGAF.
Experience with Florida IT statutes and administrative codes.
Experience writing executive-level documents, strategies and policies.
Experience facilitating and coordinating across diverse teams and stakeholder groups.
Responsibilities
Conduct assessments of current technology capabilities, challenges and opportunities.
Assist with defining technology vision, guiding principles and enterprise objectives.
Draft and maintain the Department Technology Strategy and Roadmap.
Align strategic priorities with statutory mandates, cybersecurity requirements and agency business needs.
Identify opportunities for modernization, consolidation and cost savings.
Develop policies, standards and guidelines required to operationalize the technology strategy.
Ensure policies align with Chapter 282, F.S., Florida Administrative Code and enterprise standards.
Manage policy lifecycle: drafting, comment resolution, finalization, approval and communication.
Provide CIO and Department staff with policy packets, briefing materials and communications.
Organize and facilitate technology strategy working groups with Division and County Health Department IT leadership.
Provide agendas, meeting minutes and track action items.
Coordinate with external stakeholders.
Maintain stakeholder maps, charts and issue/risk logs to ensure accountability.
Prepare weekly CIO status updates on strategy and policy progress.
Develop dashboards to track initiatives, policies, risks and milestones.
Create executive briefing decks and communications materials for leadership.
Support legislative and enterprise reporting requirements as directed.
Data Security and Confidentiality The Contractor, its employees, subcontractors and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
