Position Summary The IT Director is a strategic and hands‑on leader responsible for the planning, implementation, security, and support of all municipal information technology systems and services, excluding the school department. Reporting directly to the Town Manager, the Director ensures the reliability, security, and efficiency of the Town’s technology infrastructure while providing responsive support to all departments. The role also oversees IT procurement, vendor management, and long‑term technology planning aligned with the Town’s operational goals.
Supervision Scope The IT Director performs highly responsible and technically complex functions requiring independent judgment, strategic thinking, and a proactive approach to problem‑solving. The role involves planning, implementing, and overseeing all aspects of the Town’s information technology infrastructure and services. The Director ensures that all IT operations, security protocols, and technology initiatives align with municipal goals, comply with applicable laws and regulations.
Supervision Received The IT Director works under the general direction of the Town Manager and within the framework of Town policies, bylaws, and applicable state and federal regulations. While strategic priorities are established in collaboration with the Town Manager, the Director exercises considerable autonomy in managing day‑to‑day operations, setting technical standards, and making decisions related to infrastructure, cybersecurity, and service delivery.
Supervision Given The IT Director directly supervises one on‑site IT staff member and may assign responsibilities to this individual or a designated alternate, as appropriate. While the staff member exercises independent judgment in the performance of technical duties, their work is carried out under the general direction and strategic oversight of the IT Director. The Director also manages external IT consultants, service providers, and software vendors, and may coordinate training and onboarding for municipal employees.
Essential Duties and Responsibilities
Develop, implement, and enforce Town‑wide IT policies, procedures, and governance frameworks, including compliance with cybersecurity standards, data privacy regulations, and Criminal Justice Information Services (CJIS) policies.
Collaborate with the Town Manager to establish strategic IT goals aligned with municipal priorities and operational needs.
Lead cross‑departmental technology initiatives to ensure integration, efficiency, and alignment with service delivery objectives.
Provide technical leadership and support for 24/7 municipal operations, including off‑hours response to critical IT issues as needed.
Design, implement, and maintain the Town’s IT infrastructure, including servers, networks, workstations, cloud‑based systems, and communication platforms (VoIP, fiber networks, emergency communications).
Oversee the configuration, deployment, and maintenance of core technologies, including:
Windows Server operating systems
Hyper‑V virtualization
Firewall management
Managed switches, routers, and access points
VPN infrastructure
Veeam enterprise backup solutions
Endpoint Detection & Response (EDR) software
Multi‑Factor Authentication (MFA) tools (e.g., Duo, YubiKey)
Patch management systems
Security Information and Event Management (SIEM) platforms
Microsoft 365 administration
Asset and ticket management platforms
Responsible for the administration and maintenance of Active Directory, including Group Policy Objects (GPOs), DNS and DHCP services, and Certificate Services to ensure secure, efficient, and reliable domain network operations.
Monitor cybersecurity systems and ensure compliance with all applicable data privacy, cybersecurity, and public records regulations.
Develop and maintain disaster recovery and business continuity plans.
Establish and maintain a responsive IT help desk model, ensuring timely and professional support for all municipal departments.
Provide Tier 1 and Tier 2 support for hardware, software, and network issues.
Coordinate onboarding and training for new employees on IT systems, acceptable use policies, and cybersecurity awareness.
Ensure IT systems and digital services are accessible and inclusive, in compliance with ADA and WCAG standards.
Maintain accurate inventory of IT assets, software licenses, and warranties.
Manage relationships with IT consultants, software vendors, and service providers to ensure high‑quality, cost‑effective solutions and support.
Oversee outsourced service providers and ensure contract compliance.
Lead the development and management of the IT department’s operating and capital budgets, including procurement planning and cost‑benefit analysis of technology investments.
Document IT policies, procedures, and system configurations.
Track and report on key performance indicators (KPIs) related to IT service delivery, security, and user satisfaction.
Provide regular updates to the Town Manager on IT operations, risks, opportunities, and strategic initiatives.
Recommended Minimum Qualifications The ideal candidate will hold a bachelor’s degree or higher in Computer Science, Information Systems, or a closely related field, along with a minimum of five years of progressively responsible experience in IT administration, including network and systems management. Experience in a public sector or municipal environment is strongly preferred. An equivalent combination of education, training, and relevant experience may also be considered.
Professional certifications are not required but are highly desirable. Preferred certifications include Microsoft Certified Systems Engineer (MCSE), CompTIA Network+ or Security+, and ITIL Foundation or other recognized IT service management credentials.
Knowledge, Ability & Skill
Technical Expertise:
Proficiency in enterprise IT systems, including Windows Server, virtualization (Hyper‑V), networking (firewalls, switches, routers), cloud platforms (Microsoft 365, Azure, AWS), and cybersecurity tools (EDR, MFA, SIEM, VPN).
Cybersecurity & Compliance:
Strong understanding of cybersecurity frameworks, risk mitigation strategies, and regulatory compliance, including CJIS and public records laws.
Strategic Thinking:
Ability to align technology initiatives with organizational goals and lead long‑term planning and innovation.
Communication & Collaboration:
Excellent written and verbal communication skills; ability to explain technical concepts to non‑technical users and collaborate across departments.
Problem‑Solving & Adaptability:
Strong troubleshooting skills and the ability to manage multiple priorities, including emergency response outside of normal business hours.
Leadership & Development:
Ability to supervise staff, manage vendors, and foster a culture of continuous learning and improvement.
Physical Demands Physical demands include the ability to lift and move equipment weighing up to 50 pounds, as well as bending, kneeling, and working in confined spaces for hardware installation and maintenance. Extended periods of time may be spent at a computer workstation.
Work Environment Work is primarily performed in a professional office setting, with occasional travel to other municipal buildings such as public safety departments, the library, and public works facilities. The noise level is generally moderate. The role requires regular use of standard office equipment including computers, printers, telephones, copiers, and fax machines.
Security and Confidentiality The IT Director has access to confidential and sensitive information across all municipal departments, requiring sound judgment, discretion, and adherence to professional protocols. Errors in judgment or execution could result in significant service disruptions, financial loss, or legal exposure for the Town.
