Position Overview We are looking for an

Enterprise Services Integration (ESI) Business & Data Analyst

for the

Enterprise Solution Integration (ESI) Division

of the

Health Information Office (HIO) .

The ESI Division of HIO manages and enhances computerized claims processing and information management systems to ensure timely and accurate Medicaid and CHP+ claims processing. The role supports the Enterprise Solutions Integration Platform and surrounding systems, ensures data mapping and interface file integration, and supports regulatory audit requirements.

Responsibilities

Support the Department and Enterprise Solutions Integration Vendor by enforcing the ESI Software Development Life Cycle (SDLC) and governance processes for data and integration APIs & interfaces transmitted across Colorado Medicaid Enterprise Systems.

Implement data quality integrations across the CMES Ecosystem and direct Medicaid data access within that ecosystem.

Provide day‑to‑day operational support for Medicaid & CHP+ data exchanges between the CMES platform and other module systems.

Analyze and mitigate business, data, and operational impacts to integration platforms, APIs, and interface files critical to data exchanges.

Develop and execute advanced planning strategies with ESI, EPMO, BSD, Health IT, Contract Management, and Testing Divisions within HCPF and CMES module vendors.

Implement data and integration system changes in both waterfall and agile environments, focusing on continuous improvement and innovation.

Implement data modeling changes within the ESI and CMES platform in collaboration with cross‑functional teams.

Manage all stages of the ESI SDLC methodology to ensure complete lifecycle management of projects.

Residency Requirement This posting is only open to residents of the State of Colorado at the time of submitting your application.

Minimum Qualifications There are two ways to qualify for this position:

Option 1 – Experience Only: Seven (7) total years of professional experience managing business processes, vendors, and staff for large, complex systems with Medicaid data management or validation.

Guiding the Software Development Life Cycle.

Option 2 – Education and Experience:

Bachelor’s degree in Health Care Administration, Business Administration, or related field.

Three (3) total years of professional experience managing business processes, vendors, and staff for large, complex systems with Medicaid data management or validation.

Guiding the Software Development Life Cycle.

Appropriate education substitutes for the required experience on a year‑for‑year basis. Relevant education counts as follows: Associates (2 years), Bachelor’s (4 years), Master’s (6 years), Doctorate/Juris Doctor (7 years).

Preferred Qualifications

Previous relevant professional state experience.

Experience as a Systems Business Analyst overseeing SDLC methodology, documenting requirements, reviewing design and development documents, and ensuring traceability.

Experience in large claims processing systems, including State Medicaid and/or Pharmacy benefit systems, validating Medicaid data elements and values against crosswalks, and approving data integrations.

Assisting programmatic strategic direction, managing long‑term goals for system implementation, data integration, and vendor management.
